Mayor Vandernail called the meeting of the Town Board and the Planning Commission to order
at p.m.
1. Rolicall:
a) Town Board of Trustees- Mayor Philip Vandernail; Mayor Pro-Tern Eileen
Waldow; Trustees; Andy Miller, Katie Soles, Parnell Quinn and Herb
Meyring
b) Planning Commission- Chair Jean Wolter, Vice Chair Steve Sumrall, Mayor
Philip Vandernail, Parnell Quinn, Sam Brewer and Margaret Bowles
2. Agenda:
Mayor Vandernail explained the general purpose and procedure for the public hearing
regarding the proposed revisions to the Land Use Code and Zoning Map.
3. Public Hearing:
a) Regarding Recommending the Repeal of Chapters 15, 16 and 17 and Article 4 of
Chapter 18, and the Adoption of Chapter 19 of the Fraser Municipal Code,
Concerning Land Use and Recommending Approval of a Revised Fraser Zoning
Map
Commissioner Quinn moved, and Trustee Soles seconded the motion to open the
public hearing. Motion carried: 10-0.

Jerry Dahl and Martin Landers from Plan Tools presented the revised Code and Zoning
Map. The Board of Trustees and the Planning Commission discussed the presentation
and asked questions of staff and the consultants.
Testimony was taken from members of the public present
Trustee Soles moved, and Commissioner Quinn seconded the motion to close the
comment portion of the public hearing. Motion carried: 10-0.
Commissioner Quinn moved, and Commissioner Brewer seconded the motion to close
the public hearing. Motion carried 10-0.
4. Discussion and Action
a) Regarding Recommending the Repeal of Chapters 15, 16 and 17 and Article 4 of
Chapter 18, and the Adoption of Chapter 19 of the Fraser Municipal Code,
Concerning Land Use and Recommending Approval of a Revised Fraser Zoning
Map
The Planning Commission discussed the Land Use Code Proposal.
Commissioner Quinn moved, and Commissioner Brewer seconded the motion to
approve Planning Commission Resolution 2018-02-01, Recommending the Repeal of
Chapters 15, 16 and 17 and Article 4 of Chapter 18, and the Adoption of Chapter 19 of
the Fraser Municipal Code, Concerning Land Use and Recommending Approval of a
Revised Fraser Zoning Map with the amended changes to Exhibits A, B & C and the
Fraser Zoning Map presented by Jerry Dahl and Catherine Trotter.
Motion carried: 6-0
Trustee Miller moved, and Trustee Waldow seconded the motion to continue the Board
of Trustees public hearing to March 21, 2018. Motion carried 6-0.
5. Planning Commission Adjourn:
Commissioner Sumrall moved, and Commissioner Brewer seconded the motion to
adjourn the Planning Commission Meeting. Motion carried:6 -0. Meeting adjourned at
8:15 p.m.
6. Other Business:
a) TM Durbin notified the TB of the emergency waterline replacement by Doc Suzie and
Elk Creek Dr. He thanked Safeway for providing water to the residents that were
affected by the water line, which the Town will reimburse.
b) March 7, 2018 will be an open house from 5:30 PM - 7:00 PM for the US 40
Pedestrian Safety Improvement Project and the Fraser R
c) March 7, 2018 at 7:00 PM Brandon Parsons from THK will present the Fraser River
Corridor Master Plan
d) Mayor Vandernail will present a Town update to the Lions Club at 7:30am on March
1, 2018.
e) At the Mayors Managers Commissioners meeting on February 26 the County
Strategic Plan was discussed.

Trustee Soles moved, and Trustee Miller seconded the motion to adjourn the Fraser
Town Board Meeting. Motion carried: 6-0. Meeting adjourned at 8:25 p.m.
