A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA,DETERMINING THAT
R & D ELECTRIC INC., IS THE MOST RESPONSIVE AND
RESPONSIBLE BIDDER FOR THE SHERBONDY PARK
LIGHTING RENOVATIONS PROJECT AND RATIFYING
THE CITY MANAGER'S DECISION TO ENTER INTO A
CONTRACT WITH R&D ELECTRIC, INC., TO EXPEND
FUNDS IN AN AMOUNT NOT TO EXCEED SEVENTY
EIGHT THOUSAND ONE HUNDRED THIRTY-FIVE
DOLLARS ($78,135.00), PAYABLE FROM ACCOUNT
NUMBER 44-541802; PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-locka is preparing to complete Phase II of Sherbondy Park
lighting renovation; and
WHEREAS,the Parks and Recreation Department received a grant from the Miami-Dade
County Office of Safe Neighborhoods Bond Oversight Committee in the amount of$293,000.00;
and
WHEREAS, the City of Opa-locka issued RFP No. 10-1908200, seeking proposals to
complete the Lighting Renovations project at Sherbondy Park; and
WHEREAS, the City of Commission of the City of Opa-locka determines that R & D
Electric Inc., is the most responsive and responsible bidder for the Sherbondy Park Lighting
Renovations project; and
WHEREAS,due to the urgency of completing the project,the City Manager authorized the
selected contractor to begin moving ahead with the project; and

WHEREAS the City Commission of the City of Opa-locka approves and ratifies the City
Manager's decision to enter into a contract with R&D Electric, Inc., to expend funds in an amount
not to exceed $78,135.00 for the Sherbondy Park Lighting Renovations project, payable from
Account No. 44-541802:
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka determines that R & D
Electric Inc.,is the most responsive and responsible bidder for RFP No. 10-1908200,and approves
and ratifies the City Manager's decision to enter into the attached contract with R&D Electric,Inc.,
for the Sherbondy Park Lighting Renovations project, and to expend funds in an amount not to
exceed Seventy Eight Thousand One Hundred Thirty-Five Dollars ($78,135.00), payable from
General Fund Account 44-541802.
Section 3. This resolution shall take effect immediately upon adoption.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:

RE: Sherbondy Park- Field and Lighting Renovations
Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA,
DETERMINING THAT R&D ELECTRIC INC., IS THE MOST RESPONSIBLE BIDDER FOR THE
SHERBONDY PARK LIGHTING RENOVATIONS PROJECT AND APPROVING AND
AUTHORIZING THE CITY MANAGER TO EXPEND FUNDS IN AN AMOUNT NOT TO
EXCEED SEVENTY EIGHT THOUSAND NINE HUNDRED THIRTY FIVE DOLLARS AND ZERO
CENTS ($78,135) FOR THE SHERBONDY PARK LIGHTING RENOVATIONS PROJECT;
PAYABLE FROM ACCOUNT NO 44-541802; PROVIDING FOR CONFLICTS; PROVIDING
FOR SEVERABILITY;AND PROVIDING FOR AN EFFECTIVE DATE.
Description: The Parks and Recreation Department received a grant from the Miami-Dade
County Office of Safe Neighborhoods Bond Oversight Committee in the amount of$293,000.00
to complete aspects of phase two of the Sherbondy Village.
Financial Impact:
Sherbondy Park Improvements-Account: 44-541802. The cost of the project will be reimbursed
to the City upon completion.

Recommendation(s): Staff recommends approval
Analysis: The recommended award includes an extra $8,000 for installing security lighting
around the park when the fields are not in use and an allowance of $ 5,000 to buy these
security lights. In addition, there is a credit of$ 85,065.00 from the contractor due to the fact
that the City will be buying directly from the manufacturer and also saving sales taxes (see
attached cost breakdown).
