RESOLUTION AUTHORIZING EXCEL ENVIRONMENTAL
RESOURCES, INC. TO APPLY FOR GRANT FUNDING
WHEREAS, the State of New Jersey Department of Environmentat Protection through the
Hazardous Discharge Site Remediation Fund (HDSRF), has grant funds available to non-
profit organizations for the purpose of funding preliminary assessments, site investigations,
remedial investigations andlor remedial action to determine the existence or extent of
hazardous substance discharge conditions on properties; and
WHEREAS, The Borough of Carteret wishes to conduct a preliminary assessment, site
investigation and/or remedial investigations with respect to the property commonly known as
Civic Center Park, referred to as Lots 1,2.01, and 4 in Block 156.
\VHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit all
Applications for such funding.
WHEREAS, the Borough of Carteret intends to or has acquired the property through
voluntary conveyance or other means provided by law;
NOW THEREFORE BE IT RESOLVED by the Borough of Carteret as foIlows:
1. Excel Environmental Resources, Inc. is hereby authorized and directed to apply
for grant funding in order to conduct preliminary assessments, site investigation
and or/remedial investigations for the above-described parcels.
2. The Mayor and other appropriate Borough Officials are authorized to execute
any and all documents necessary in order to apply for the aforesaid grant.
3. In the event that funding is approved pursuant to a grant issued in favor of
Borough of Carteret, Excel Environmental Resources, Inc. is hereby authorized
and directed to implement preliminary assessments, site investigation and/or
remedial investigations for the above described parcels, with payment for the
aforesaid services to be made to Excel Environmental Resources, Inc. from the
aforesaid grant funds in accordance with the contract to be approved by the
Borough of Carteret and the New Jersey Department of Environmental
Protection.
4. That the Borough of Carteret is committed to the redevelopment of Civic Center
Park and finds that a realistic opportunity exists for redevelopment within a three
year period after the completion ofthe remediation ofthis site.
