HomeMy Public PortalAbout10-8146 Department of Housing and Urban Development Sponsored by: City Manager RESOLUTION NO. 10-8146 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA TO AUTHORIZE THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR THE CHOICE NEIGHBORHOODS INITIATIVE, REQUESTING FUNDS IN THE AMOUNT OF FIVE MILLION DOLLARS ($5,000,000.00); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka desires to secure from the Department of Housing and Urban Development(HUD) the Choice Neighborhoods Initiative Grant; and WHEREAS, the Choice Neighborhoods Initiative Grant will assist in transforming concentrated poverty neighborhoods into mixed-income neighborhoods that will revitalize the neighborhoods for long-term growth viability; and WHEREAS, the City of Opa-locka must match 5% of the grant amount; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to submit an application to the Department Of Housing and Urban Development (HUD) for the Choice Neighborhoods Initiative, requesting funds in the amount of Five Million Dollars ($5,000,000.00): NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka, hereby authorizes and directs the City Manager to submit an application to the Department Of Housing and Urban Development Resolution No. 10-8146 (HUD) for the Choice Neighborhoods Initiative requesting funds in the amount of Five Million Dollars ($5,000,000.00). • Section 3. Description: The Choice Neighborhood grant is to: 1) Transform neighborhoods of concentrated poverty into mixed-income neighborhoods of long-term viability by revitalizing severely distressed housing, improving access to economic opportunities, investing and leveraging investments in well-functioning services, effective schools and education programs, public assets, public transportation and improved access to jobs; 2) Grow communities and metropolitan areas by concentrating, leveraging, and coordinating Federal, State, regional, local and private funding for public transportation, education, housing, energy, health and mental health services, supportive services, public safety and environmental programs and initiatives; 3) Support positive outcomes for all residents, including improvements in educational achievements and economic self-sufficiency; and 4) Ensure that current residents benefit from transformation by preserving affordable housing in the neighborhood or providing residents the choice to move to affordable housing in another neighborhood of opportunity. Financial Impact: A Match of at least 5 percent of the requested grant amount in cash or in- kind donations is required. Implementation Time Line: Immediately. Legislative History: None Recommendation(s): Staff is recommending the approval. Analysis: The City will need to work with public and private agencies, organizations and individuals to gather and leverage resources needed to support the financial sustainability of the transformation.
