Among other data, thisreport updates the city's progress in achieving its Regional Housing Needs Allocation (RHNA)numbers. By law, this report must be submitted by April 1st of each year to the California Department ofHousing and Community Development, and the Governor's Office of Planning and Research. As partof this process, the City Council, as the legislative body for the City, must first receive and accept thereport.DISCUSSION:The Annual Progress Report provides an update on the status of Millbrae's Housing Policies andImplementation Programs while affording the State an opportunity to keep abreast of the City's progressin meeting its RHNA numbers. In 2019, the City of Millbrae made a number of advancements inhousing policies related to all three Housing Element Goals: HI, Reinforcing the City's Commitment toMeeting Housing Needs, H2, Protecting and Enhancing Existing Housing, Community Character, andResources, and H3, Providing New Housing and Addressing Affordable Housing and Other SpecialNeeds. Specifically, the City: continued its community outreach efforts to promote new housing, issuedbuilding permits on 18 Accessory Dwelling Units (ADUs), and approved the completion of eight newunits of housing, one new single family dwelling and 7 ADUs. In addition, the City continued to movetowards issuance of building permits on TOD 1, Serra Station, and TOD 2, The Gateway at MillbraeStation, together entitled for 844 new units of housing. Attachment 1 to this staff report (AnnualPage 1 of 2t
Progress Report - Housing Element Implementation) provides more detail regarding progress made in2019 in meeting the Housing Element Goals.For the 2014 - 2022 RHNA period, Millbrae has been allocated 663 units of housing with 406 requiredto be restricted as affordable, and 257 as market rate with no income restrictions.
