A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO ENTER INTO A CONTRACT WITH
MIAMI-DADE COUNTY FOR THE PROVISION OF
WHOLESALE SANITARY SEWAGE SERVICE; PROVIDING
FOR INCORPORATION OF RECITALS; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Miami-Dade Water and Sewer Department operates and maintains the
County's sewage disposal system; and
WHEREAS, the City of Opa-locka relies on Miami-Dade County for its sewage disposal
services; and
WHEREAS, the City of Opa-locka's current five (5) year contract for sewage disposal
services with Miami-Dade County expires January 16, 2011; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to enter into an agreement with Miami-Dade County for sewage disposal services; and
WHEREAS,the City of Opa-locka will apply a monthly charge based on a uniform rate for
the County's volume; and
WHEREAS,the contract will be in force for a period of twenty(20)years from the effective
date of the contract; and
WHEREAS, the parties may terminate the contract at any time by mutual consent and
agreement; and

WHEREAS, the proposed agreement with Miami-Dade County providing for sewage
service, is attached hereto:
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to enter into an agreement with Miami-Dade County for its Sewage Disposal
Services, in substantially the form attached hereto.
Section 3. This resolution shall take effect immediately upon adoption.

RE: Contract For Provision of Wholesale Sanitary Sewage Service
Request: APPROVAL OF A RESOLUTION TO ENTER INTO A CONTRACT WITH
MIAMI DADE COUNTY FOR THE PROVISION OF WHOLESALE
SANITARY SEWAGE SERVICE.
Description: Miami Dade County has a contract with the city to provide sewage disposal services. The
current five year contract expires on January 16, 2011. This City, similar to many other municipalities in
Dade County relies on Miami Dade County for this vital service of sewage disposal. The newly proposed
contract will be for an extended period of twenty years.
Financial Impact: The City shall pay a monthly charge based on a uniform rate for the County's volume
customers. An annual adjustment is imposed the following fiscal year on completion of an actual audited
report from the Department.
Implementation Time Line: The new contract will commence in January 2011.
Legislative History: The City has entered into a contract with the County from January 1996. Since then
the contract has been renewed three times.
Recommendation(s): Staff recommends approval.
Analysis: The City does not have the capacity to dispose of its sewage. This service agreement has been
successful over the past(14)fourteen years and should be extended.
