HomeMy Public PortalAboutr 08:238 ~ezo1utio1t of t~e ~orou:s~ of QIurterd, ~ ~ JJ ~ No. 08- 238 Date of Adoption October g, 200 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH HATCH MOTT MACDONALD - PREPARATION OF THE SANITARY SEWER MASTER PLAN \VHEREAS, the Borough of Carteret is in need of professional engineering services for preparation of the Sanitary Sewer Master Plan, Phase I and Phase II; and WHEREAS, the Borough's Consulting Engineers, Hatch Mott MacDonald, possess the requisite skill and expertise for said services; and WHEREAS, Hatch Mott MacDonald has submitted a proposal to provide said engineering services at a total cost not to exceed $99,400.00; and \VHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that fimds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borongh of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from Hatch Mott MacDonald for engineering services for preparation of the Sanitary Sewer Master Plan, Phase I and Phase II, at a total cost not to exceed $99,400.00 at the rate set forth in Hatch Mott MacDonald's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to NJ.S.A. 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borongh's Purchasing Department and Hatch Mott MacDonald. Proposal for Professional Engineering Services For Preparation of the Borough's Sanitary Sewer Master Plan - Updated HMM P# BRNOPUHHOI Dear Mr. DuPont: In accordance with the Borough's request, we have revisited our July 21, 2006 and June 5, 2007 proposals for the preparation of the Borough's Sanitmy Sewer Master Plan, modified the scope of services and associated cost proposal per our recent discussions. We are pleased have this oppotlunity submit this proposal for professional engineering services for the preparation of Calleret's first Sanitmy Sewer Master Plan. The Borough of Cmleret has been undergoing a rebirth and has seen significant improvements over the last five years and is transforming under major redevelopment, which will continue to take place in the years ahead. As the economy has slowed lately, this is a critical time for the Borough to consider initiating a Sanitary Sewer Master Plan (Master Plan) to aid in the planning and redevelopment of the community once the market stabilizes, which is a key element of the Borough's mater planning that is not present. The Master Plan will address the needs of the Borough's sewer system over the next ten (10) years with regard to collection, conveyance, capacity, and the operation and expansion of the existing sewer facilities. As Calleret continues to redevelop, it is important to refine the approach to serving the existing developed and planned redevelopment areas of Borough to assess the potential impact of redevelopment in target areas upon the overall sanitmy sewer collection system and downstream conveyance facilities. In addition to studying and presentation of the build-out potential of the Borough's sanitary sewer system, the scope of services for the Master Plan will include obtaining relevant data regrading current flows and capacities of key main sewer lines and pump stations to evaluate the current use (or available capacity) of the major system components. The effOll will include wastewater flow metering at key locations within the Borough's system; limited survey of invell data for key sewer Hatch Mott MacDonald locations for theoretical capacity analysis; an analysis of redevelopment trends and sewer flow trends; and a comparison of water use to sewer use. The Borough's current AutoCAD based sanitmy sewer base map will be utilized to prepare various figures that will be presented in the Master Plan, including: I. An overall Borough map depicting the existing sanitaty sewer system; 2. A map identifying the sources of future flow (i.e. redevelopment areas and zoning types), which will be provided by the Borough; 3. A system map illustrating proposed collection system improvements (i.e. future system map). The capacity and utilization of the Borough's six (6) existing sewage pump stations will be addressed, with particular focus on the Borough's main Roosevelt Avenue Pump Station, which serves the entire Borough and conveys wastewater to the Township of Woodbridge for ultimate conveyance to the Middlesex County Utilities Authority (MCUA) for treatment and discharge to the State's open waters. We will also examine the long-term potential of eliminating pump stations with gravity interceptors, and we will evaluate the interceptor that conveys wastewater from West Carteret to Central Carteret aligned beneath the New Jersey Turnpike. The interceptor beneath the Turnpike is of particular concern since its current condition is and capacity is unknown, and the Borough is progressing with significant redevelopment in West Catteret that would be significantly impacted by deficiencies with this interceptor. Flow projections from potential redevelopment projects, which will be provide by the Borough, will be reviewed with the Township of Woodbridge and the Middlesex County Utilities Authority (MCUA) to determine if any regional impacts will be realized. The Sanitmy Sewer Master Plan, an element of the Borough's Municipal Land Use Laws (MLUL), should be consistent with the regional Wastewater Management Plan maintained by the State. As such, meetings with the MCUA and NJDEP will be scheduled as necessary to determine consistency or potential amendments to the regional Wastewater Management Plan. Upon adoption of the Borough's new Sanitary Sewer Master Plan, a copy will be sent to the Township of Woodbridge and the MCUA for cross acceptance. The most integral portion of the Master Plan will be the analysis of the current flows experienced by the Borough and the projection of additional future wastewater flows from planned redeveloped areas of the Borough. The development within the Borough will be categorized by the current status of the project, fi'OIn those developments under construction to approved planning board applications, and from pending planning board applications to an analysis of the Borough's vacant land currently zoned for development or redevelopment. These analyses, combined with data collected regarding the current flows through key areas of the system, will assist in identifying areas of concern that may require future upgrades of the sewer system to accommodate development. Page 2 - January 24, 2008 - Mr. John DuPont, P.E., CME Hatch Matt MacDonald As mentioned above, in order to understand the current utilization of sewer system, we recommend a metering study and a survey of the critical reaches of the Borough conveyance system to calculate capacity. The metering, which will consist of approximately eight (8) meters in key manholes throughout the system, will take place over a three (3) week period with weekly meter maintenance and data acquisition. At the same time, HMM will conduct a survey of some of the critical truck lines to obtain exact inverts and effectively compute the design capacity of the sewer runs. The end result will be an estimate of each critical Borough sewer on an estimated percent utilization of the capacity ofthe sewer line. As an integral patt of the work under the master plan, we will solicit proposals from several sewer investigation and cleaning contractors to clean and evaluate the condition of the interceptor that is aligned beneath the NJ Turnpike which conveys wastewater from West Carteret to Central Catteret. HMM has included in our scope of work the coordination of this effott and evaluation of the results of the investigation. We will provide a brief repott upon our findings with recommendations. The cost of the contractor's services is not included in our proposal and will be borne directly by the Borough. Lastly, a list of recommended upgrades to the system and their relevance to the growth of the system will be presented. This section will list each conceptual project, the function of the project, and its service area. This section of the Master Plan will be vety useful in documenting the Borough's approach toward development and redevelopment, and in the determination of a developer's responsibility to the Borough for augmentation of the local sewer system or for an assessment of their fair-share cost of future improvements. Upon completion of the Master Plan, we will provide five (5) copies of the draft Sanitaty Sewer Master Plan for review by the Borough. From the Borough's comments of this draft, we will refine the document for delivelY of five (5) copies of the final plan to the Borough for formal adoption by the Borough Council, and the Planning Board as the designate Sanitaty Sewer Master Plan.
