Chairman 's announcements The VNA in conjunction with the Brewster Board of Health will hold a child and adolescent immunization and lead screening clinic on Monday November 6, 2017 from 9- 11AM at the VNA offices at 434 Route 134 South Dennis , Residents can call 508-957-7423 to make an appointment, There will be a flu clinic on November 9, 2017 at the Brewster Baptist Church from 10 - I 1 AM, Residents must register online . The link to the registration can be found on the Town of Brewster website , Ahw There will be a Veteran ' s Day ceremony on November 11 , 2017 at 11. . 00AM at the Council on Aging . 2 . J.M. O 'Reilly & Associates — continued discussion (from 10/11/17) on an additional "wash" chair for Beach House Spa 2740 Main Street John O ' Reilly was present, He came before the Board on October 11 , 2017 and at that time they asked that he find out the water usage from the last year. Mr. O 'Reilly stated that the water usage over the summer was 1390 gallons per day, most of which came from the irrigation system . He is requesting to add another 100 gallons per day from the proposed wash chair. The capacity of the system is currently 1135 gallons . Dr. Scherzo asked if Mr. O ' Reilly was familiar with the irrigation system and how often it operates . Mr. O ' Reilly stated that he believes it is on an "every other day" schedule and also stated that it can account for 30 -50 % of the water usage . Motion : Finding that the water usage is consistent with what is designed, approve the installation of a wash chair at the Beach House Spa. Motion : Joe Ford Second : Mary Chaffee Vote : 5 -0-0 Action : Motion carried 3. David Coughanowr — Title 5 and Local variance requests for 108 Susan Lane David Coughanowr was present. The septic system has failed and they will be upgrading the leaching facility. He has designed 2 500 gallon dry wells 2 feet deep as the replacement. The proposed upgrade is as far from the wetland as it can be . Conservation Commission has approved the plan . The following variances are being requested . 1 . To allow the proposed SAS to be approximately 79 feet from the wetland 2 . To allow the maximum cover over the SAS to be 4 feet Mrs , Graczewski asked if Mr . Coughanowr had given any thought to moving the system closer to the property line , If WW W. BREWSTER-MA . GOV BOH 11 / 1 / 17 Minutes Page 2 Mrs . Ice stated that the system is proposed to be 10 feet from the property line currently . A variance would be needed if it was moved any closer. Mr. Coughanowr stated that if the system got any closer to the street, the utilities might become an issue . Dr. Chaffee asked which way the groundwater flowed . Mrs. Ice stated that it was NW, not quite towards the pond. Dr. Chaffee asked what the depth to groundwater was. Mr. Coughanowr stated that it was greater than 5 feet. Mrs . Bittner asked how the vent pipe would be protected . Mr . Coughanowr stated that the installer could move it to a different location if he felt it may be in the way or bushes or a small fence could be placed around it. i Motion : Finding that this is a failed system and the proposed replacement is an improvement, approve the variance requests of allowing the SAS to be approximately 79 feet from the wetland and to allow the maximum cover over the SAS to be 4 feet. Motion : Joe Ford Second ; Annette Graczewski Vote: 5 -0-0 Action : Motion carried 4e Review and sign proposal for the Municipal Board of Health Tobacco and Public Health Policy Program Mrs . Ice explained that the Health Department has been a part of this program for many years and would like to keep using it. Dr. Chaffee made some grammatical changes . Motion : Sign the document to continue with the services . Motion : Annette Graczewski Second * Mary Chaffee Vote : 5 -0-0 Action : Motion carried 5. Discuss Health Director' s annual review Dr. Scherzo asked the Board to give him their input. He also asked that Mrs . Ice give some input. Mrs . Ice stated that a few years ago Dr . Chaffee had voiced concern with the files in the office being saved electronically . The Town is starting to work on this now and it could be one of the goals . The Board will let Carmen know if they have any input. 6. Review and approve minutes from 10/11/2017 meeting Dr. Chaffee stated that she believes the motion for the 10/ 11 / 17 meeting, item # 12 (Discuss letter to Representative Sarah Peake re: Septic Tax Credit for Nitrogen limiting technology), sentence #2 should read "advancing legislature is a really tough process from start to finish" . Mrs . Mason will review the tape and make the change if necessary. Dr. Chaffee spoke about item # 1 (shingles vaccinations) and stated that people who were vaccinated with Zostavax should now be re-vaccinated with the new shot called Shingrix. The Board asked that the motions in the minutes be more specific . There were a few other minor changes to the minutes , BOH 11 / 1 / 17 Minutes Page 3 Motion : Approve the 10/ 11 / 17 minutes as amended . Motion : Joe Ford Second : Mary Chaffee Vote : 5-O-O Action : Motion carried 7. Topics the Chairman did not anticipate Mr . Ford asked if the Board was going to reorganize. Mrs . Ice stated that it will be an agenda item for the next meeting. Mrs . Ice asked the Board to sign the Real Estate Transfer Regulations that had a few minor changes to them (addition of the correct website and email) . Informational items were noted . Meeting adjourned at 8 : 30PM
