APPROVAL OF MINUTES, Regular Meeting of March 4, 1980 Approved as written, Bo RECOMMENDATION FROM TRAFFIC COMMISSION - Meeting of March 5, 1980 LOWER AZUSA ROAD AND RIO HONDO AVENUE -- Striping Modification for Left-Turn Pocket. Approved modification of existing striping on Lower Azusa Road to accommodate a Left turn pocket, 40 feet in length., westerly of Rio Hondo Avenue -, -with. Stimsonite road reflectors, and restricted parking on the north side of Lower Azusa Road, 125 feet westerly of Rio Hondo Avenue and 60 feet east of Rio Hondo Avenue C. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of March. 11, 1980 (1) AMENDMENT -TO TEMPLE CITY ZONING CODE SECTION 9410 RELATING TO- ZONING -FOR STORAGE AND PARKING OF RECREATIONAL VEHICLES Seta public hearing- April -15 1980-to consider Planning Commission. recommendation to amend the Zoning Code to allow for storage-and-parking-of-recreational vehicles (2)--PLANNING-COMMISSION- ACTION Received and filed memo relating to action taken by the Planning Commission at their regular meeting held March 11, 1980. DRIVER, 9611 Las Tunas Drive Approved. renewal of agreement with A. W. Driver to cross over Pedestrian. Mall Noe 3, subject to conditions as set forth in the original agreement dated March 8, 1972. RECOMMENDATIONS FROM PARKS AND RECREATION COMMISSION - Meeting of March 12, 1980 (1) REQUEST TO USE LIVE OAK PARK - SEQUOIA UNION SCHOOL DISTRICT, APRIL 23 -25, 1980 Approved request received from the Sequoia Union School Dis- trict for the use of Live Oak Park ©April 23 -25, 1980 on a fee - free basis subject to the required Certificate of Insurance. F.• APPROVAL OF FINAL MAP 35027 - 5548 WELLAND AVENUE Approved the -map; accepted abandonment of access rights as offered for dedication; found that the project will not violate any of the provisions of the Subdivision Map Act; and instructed the City Clerk -to endorse- -on. the face of the map approval of the tract map and the-acceptance-of any dedications shown thereon. APPROVAL OF FINAL MAP 35397 - 5607 WELLAND AVENUE Approved the-map-accepted-abandonment of access rights as offered for dedication; approved and accepted work agreements and bonds; €ound the- project- will not violate any of the provisions of the Subdivision. RESOLUTION NO, 80 -1881: ORDERING THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD APRIL 8, 1980 TO BE MADE BY THE CITY CLERK Adopted Resolution No, 80 -1881 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ORDERING THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON THE 8TH DAY OF APRIL, 1980, TO BE MADE BY THE CITY CLERK OF THE CITY OF TEMPLE CITY. J, RESOLUTION NO. 80 -1882: WARRANTS AND DEMANDS Adopted Resolution No. 80 -1882 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $91,258.08, DEMAND NOS. 13957 THRU 14022. CONSENT ITEM E(2): OFFER OF DONATION OF PLAY APPARATUS - KIWANIS CLUB OF TEMPLE CITY Mayor Dennis stated he requested this item removed from the Consent Calendar because he feels it deserves special, attention. The Parks and Recreation Commission has recommended to the City Council that the offer of donation of _playground apparatus from the Kiwanis Club of Temple City for installation at Temple City Park be accepted and that the existing climber be removed and donated to a local school or community organization_ Council Minutes, March 18, 1980 - Page 3 Councilman Merritt moved the offer of donation of play apparatus from the.Kiwani.s Club of Temple City be accepted with appreciation on behalf of the community and Council's thanks for their continuing generosity, seconded by Councilman Atkins and carried. UNFINISHED BUSINESS: ORDINANCE NO, 80 -492: 2nd read. CABLE ANTENNA TELEVISION FRANCHISE City Attorney Martin directed Council's attention. tp a clerical change in the last paragraph. of page 26 relating to the prohibition to erecting_poles and advised the ordinance is ready for second reading and adoption by title, Councilman Atkins moved to approve the clerical change and waive further reading and adopt. Ordinance No, 80 -492 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING PART C OF. CHAPTER 3 OF ARTICLE VI OF THE TEMPLE CITY MUNICIPAL CODE, seconded by Councilman Gillan dears and carried. 7. PROPOSALS FOR CATV FRANCHISE: City Manager Koski advised the City received four applications for CATV Franchise: American Television and Communications Corporation, . Falcon Communications, Cox Cable Communications, Inc., and Tele- prompter Corporation. Councilman. Tyrell moved to set public hearing May 6, 1980 to award CATV franchise, seconded by Councilman Atkins and carried, NEW BUSINESS: I None. COMMUNICATIONS: There were no communications. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: ItCouncil recessed at 7 57 p.m. to meet as the Community Redevelopment Agency, all members being present, and approved the minutes of the regular meeting held March. 4, 1980. There being no further business the Agency adjourned. The minutes are set forth in full in the records of the Agency. Frank Davidson, 9109 Las Tunas Drive, inquired if the cable television - companies will be using existing poles what they would be doing in underground districts and was advised that in..those areas the cable television company, would also be required to go underground. William Marsden, 8722 Naomi Avenue, San Gabriel, stated he is involve in ask.etball and other sports clubs and finds it necessary to go out of town to playa He feels there is not enough emphasis on adult sports and that school gyms should be opened for adult use. Mr. Marsden was advised the City has no jurisdiction, over the use of school facilities, but that the only way to proceed would be through a. coordinated effort in. formulating some type of league and working with the Parks and Recreation Department to get a program using - schoo=l facilities underway. ESS TO CR.A: RECONVENE AS CITY COUNCIL: 10. ACTION ON REQUEST BY CRA There was no action to be taken. Council Minutes, March 18, 1980 - Page 4 11, MATTERS FROM CITY OFFICIALS: A. Request to Attend 1980 APA Conference - April 12 -16, San Francisco Councilman Tyrell moved to.approve.the Planning Director's attendance to the American Planners Association. conference to be held in San Francisco, April 12 -16 and authorize necessary expenses, seconded by Councilman Merritt and carried. B. Request to Attend CMTA Seminar - April 28 -May 2, Sacramento Councilman Tyrell moved to approve City Treasurer's attendance to California Municipal Treasurers Association Annual Seminar to be held in Sacramento, April 28 -May 2 and authorize necessary expenses, seconded by Councilman Gillanders and carried. C. Councilman Tyrell directed Council's attention to the Sheriff's burglar alarm analysis and expressed his concern that the problem has not been alleviated, citing that every time a false alarm goes off, Sheriff's cars respond, endangering,.the officers and.ci.tizens alike, and taking protection away ,.from the rest of the City during that response period, -Councilman Tyrell stated he would like to seriously consider an ordinance which would correct the problem. Council agreed that this matter should be taken up, at the regular meeting to be held May 20, 1980. D. Council directed.staff to prepare a letter to our represen- tatives in the Senate and Assembly supporting the position of Senator Richardson in opposing.,SB 84 which requires inspection of smog_control devices. E. Mayor Dennis stated he had received a comprehensive report from Commissioner Breazeal on the Planning Commissioners Institute recently attended by him and other Commissioners, and expressed his appreciation for Commissioner Breazeal's time and effort. 12, ADJOURNMENT On motion by Councilman Tyrell, seconded by Councilman Gillanders, meeting adjourned at 8:10 p.m. Next regular meeting .. of the City Council will be held Tuesday, April 1, 1980, 7 :30 p.m. in the Council Chamber of the City Hallo ATTEST: W C ie Deputy City C er 1 1 1
