A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA,FLORIDA,REQUESTING APPROVAL TO RATIFY
ACTIONS TAKEN BY THE CITY MANAGER TO EXPEND
FUNDS IN AN AMOUNT NOT TO EXCEED ELEVEN THOUSAND
SEVEN HUNDRED DOLLARS ($11,700.00) TO GREENSOURCE
LANDSCAPE & SPORTS TURF INC. FOR SOD AND
IRRIGATION INSTALLATION AS A PART OF THE SAFE
NEIGHBORHOOD BOND GRANT PROGRAM SHERBONDY
PARK RENOVATIONS;PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Parks and Recreation Department requires additional dollars to
complete the Sherbondy Park Field Renovations Project; and
WHEREAS,the $293,400.00 funded by Miami-Dade County SNP Grant did not
entirely provide the dollars needed for the entire project; and
WHEREAS, Greensource Landscape & Sports Turf Inc. is currently the main
contractor installing irrigation and turf; and
WHEREAS, it would save time and resources for the City of Opa-locka to
authorize a change order to Greensource Landscape&Sports Turf Inc.for the extra work;
and
WHEREAS,the City Commission of the City of Opa-locka,desires to approve and
ratify actions taken by the City Manager to expend funds to Greensource Landscape &
Sports Turf Inc. for sod and irrigation installation.
NOW, THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka approves and ratify the City
Resolution No. 10-8159
Manager's actions to expend funds to Greensource Landscape & Sports Turf Inc. for sod
and irrigation installation in an amount not to exceed Eleven Thousand Seven Hundred
Dollars ($11,700.00),as a part of the Safe Neighborhood Bond Grant Program Sherbondy
Park Renovations.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND ADOPTED THIS 8h DAY OF December, 2010.

RE: Sherbondy Park SNP Project Change Order
Request: APPROVAL OF A RESOLUTION RATIFYING ACTIONS TAKEN BY
THE CITY MANAGER TO EXPEND FUNDS IN AN AMOUNT NOT TO
EXCEED ELEVEN THOUSAND SEVEN HUNDRED DOLLARS AND
ZERO CENTS ($11,700.00) TO GREEN SOURCE LANDSCAPE & FIELD
TURF INC., FOR SOD AND IRRIGATION INSTALLATION AS A PART
OF THE SAFE NEIGHBORHOOD BOND GRANT PROGRAM
SHERBONDY PARK RENNOVATIONS.
Description: The Parks and Recreation Department requires additional dollars to complete the
Sherbondy Park Field Renovations Project.
Financial Impact:
General Fund - Account: 74-572630 Improvement other than building
Implementation Time Line: 15 days

Recommendation(s): Staff recommends approval
Analysis:
The City undertook the renovation work of the sport fields at Sherbondy Park in order to provide
acceptable upgraded outdoor amenities for the public. This work was funded by the Miami Dade
County SNP Grant Program in the amount of $ 293,400.00. However this amount did not
entirely provide the needed dollars for the entire project. The improvement of the remaining area
north of the fields around the basketball courts and the tot lot will result in a consistent and
uniform landscaped park. Greensource Inc. is currently the main contractor installing irrigation
and turf under RFP 10-1808200 and it would be a savings in time and resources to authorize a
change order for the extra work rather to than issuing a new request for proposal (RFP) which
would takes between 60 to 90 days. Second, in as much as Sherbondy Park is one single facility,

it would be desirable for warranty purposes to have one vendor install the irrigation systems
instead of dealing with separate vendors in the future should the irrigation require repairs.
