APRIL 1, 1980
INITIATION:
1. CALL TO ORDER:
Mayor ProTem Atkins called the regular meeting of the City Council
to order at 7:30 p.m. on Tuesday, April 1, 1980, in the Council
Chamber of the City Hall.
2. There was no invocation.
3. The Pledge of Allegiance to the Flag was led by Mayor ProTem Atkins.
4. ROLL CALL:
Present: Councilmen - Gillanders, Merritt, Tyrell, Atkins
Absent: Councilmen- Dennis
Also Present: City Manager Koski, City Attorney Martin, Julie
Estrada, Temple City Times
Councilman Tyrell moved to excuse Mayor Dennis for cause, seconded
by Councilman Gillanders.
5. CONSENT CALENDAR:
Items B(2) and E were removed from the Consent Calendar. Councilman
Gillanders moved to approve Items A and B(1) and Items C, D, F and
G as recommended, seconded by Councilman Merritt and carried.
A. APPROVAL OF MINUTES: Regular Meeting of March 18, 1980
Approved as written.
B. RECOMMENDATION FROM PARKS & RECREATION COMMISSION - Meeting
of March 19, 1980
(1) REQUEST FOR RESERVED USE OF TENNIS COURTS - TEMPLE CITY
TENNIS CLUB
Approved recommendation from the Parks and Recreation Commission
that the request received from the Temple City Tennis Club to extend
their current reserved use of four tennis courts at Live Oak Park
on Sundays from 7 to 11 a.m. be granted through December 31, 1980
subject to the required Certificate of Insurance.
C. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of March 25, 1980
(1) TENTATIVE TRACT NO. 39684 AND CONDITIONAL USE PERMIT (AND
ZONE CHANGE) 8913 -15 E. HERMOSA
Set public hearing April 15, 1980 to consider request for
change of zone from R -2 to R -4, and for Tentative Tract and
Conditional Use Permit for construction of a 14 -unit condo-
minium development.
(2) PROPERTY NUISANCE CASE NO. 80 -53, 9044 OLIVE STREET
Adopted Resolution No. 80 -1887 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY DETERMINING THE EXISTENCE OF A PUBLIC
NUISANCE AND ORDERING ABATEMENT THEREOF.
(3) PLANNING COMMISSION ACTION
Received and filed memo relating to action taken by the Planning
Commission at their regular meeting held March 25, 1980.

D. RESOLUTION NO. 80 -1883: APPROVING APPLICATION FOR GRANT FUNDS
STATE LITTER CONTROL FUNDING
Adopted Resolution No. 80 -1883 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPROVING THE APPLICATION FOR GRANT FUNDS
UNDER THE STATE LITTER CONTROL, RECYCLING AND RESOURCE RECOVERY
FUND.
F. RESOLUTION NO. 80 -1885: EMPLOYMENT OF PERSONNEL

OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL.
G, RESOLUTION NO. 80 -1886: WARRANTS AND DEMANDS
Adopted Resolution No. 80 -1886 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM
OF $101,396.82, DEMAND NOS. 14023 THRU 14078.
CONSENT ITEM B(2): OFFER OF DONATION - TEMPLE CITY HOST LIONS CLUB
Mayor ProTem Atkins stated he requested this item removed from the
Consent Calendar to give special attention to the donation of
$150 from Temple City Host Lions Club and their volunteer services
to make possible the annual Easter Egg Hunt.
Councilman Gillanders moved to accept the donation of $150 from
Temple City Host Lions on behalf of the community with much
appreciation, seconded by Councilman Merritt and carried.
CONSENT ITEM E: RESOLUTION NO. 80 -1884: AUTHORIZING INVESTMENT
IN LOCAL AGENCY INVESTMENT FUND
In answer to inquiry from Council, City Manager Koski advised
Local Agency Investment Fund provides the opportunity to invest
amounts less than $100,000 at a high interest rate, rather than
carrying sums in a pass book account at 5 -6% until the larger
amount is available.
Councilman Gillanders moved to adopt Resolution No. 80 -1884 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHOR-
IZING INVESTMENT OF CITY MONIES IN LOCAL AGENCY INVESTMENT FUND,
seconded by Councilman Merritt and carried.

6. COMMUNICATIONS:
A. Request for Time Extension: Tentative Tract No. 35757
City Manager Koski advised the City has received a request from
the subdivider for extension of time to file Final Tract Map
for a 6 month period to November 7, 1980 to resolve the problem
of the installation of a fire hydrant 300 feet south of Daines
Drive where one already exists 250 feet south of Daines Drive.
Councilman Gillanders moved to approve the 6 month extension to
November 7, 1980, seconded by Councilman Merritt and carried.
7. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mr. Al Lehine, President, Tempe City Tennis Club, thanked the
Council for their approval for extension for reserved use of the
tennis courts at Live Oak Park. He further stated that they earned
$200 for the March of Dimes program during their recent tournament.

RECESS TO CRA:
City Council recessed at 7:40 p.m. to meet as the Community Redevelopment
Agency, Mr. Dennis being absent; approved the minutes of the regular
meeting held March 18, 1980, adopted Resolution No. CRA -164 authorizing
investment of Agency monies in Local Agency Investment Fund, and
adopted Resolution No. CRA-165 approving warrants and demands. The
minutes are set forth in full in the records of the Agency.
RECONVENE AS CITY COUNCIL:
8. ACTION ON REQUEST BY CRA:
There was no action to be taken,
9. MATTERS FROM CITY OFFICIALS:
A. Mayor ProTem Atkins advised Council Charles Martin will
be the speaker at the next meeting of the San Gabriel Valley
Association of Cities to be held April 17, 1980.
10. ADJOURNMENT:
On motion by Councilman Tyrell, seconded by Councilman Merritt,
meeting adjourned at 7:39 p.m. Next regular meeting of the City
Council will be held Tuesday, April 15, 1980, 7:30 p.m. in the
Council Chamber of the City Hall.
