HomeMy Public PortalAboutORD14791 BILL NO. 2011-5 SPONSORED BY COUNCILMAN Scrivner ORDINANCE NO. 14101 AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY CREATING A MAINTENANCE OF SEPULCHER AND CEMETERY RESOURCES BOARD. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 7 (Boards and Commissions) is amended by the addition of a new Article XVIII (Maintenance of Sepulcher and Cemetery Resources Board) as follows: ARTICLEXtN- Sec.7-6411.Board established; membership. A. There shall be a Maintenance of Sepulcher and Cemetery Resources Board composed of five (5) members, who shall be qualified for appointment by having an interest or expertise and being familiar with the subject of enhancement and maintenance of City owned Sepulchers and Cemeteries. The Mavor shall, with the anprovat and consent of a majority of the members of the City Council, appoint the members of the Maintenance of Sepulcher and Cemetery Resources Board. All members shall be residents of the City of Jefferson. B. Members shall be appointed for 3-year terms. Anv vacancies shall be filled by appointment and approval in like manner for the unexpired portion of the term. All members shall continue to serve until their successors shall have been appointed and qualified. C. Members shall receive no compensation for their service on the committee, but may receive reimbursement for authorized expenses,upon approval of the Citv Administrator. z Sec.7-6�. Meetings,quorum. The Board shall hold a regular business meeting at least three times a year at such time and place as shall be established by rule of the committee. The committee may hold such additional meetings as it shall, from time to time, deem necessary. A quorum for the advisory of business at such meetings shall be a majority of the duly appointed members of the committee. 1 t/Z Sec. 7-642:Officers. The Board shall elect, at its first meeting in each fiscal year and from among its resident members, a chairman and vice chairman. Such officers shall be eligible to succeed themselves at the will of the committee, except that persons shall serve a maximum of three (3) consecutive terms as chairman. .11') Sec.7.643. Powers and duties generally. A. The Board members shall conduct a physical on-site examination of all City owned sepulchers and cemeteries to assure proper operation and maintenance thereof. Such examination shall be performed at least once vearly and as often as the Board deems appropriate. B. The Board shall review any contracts for the maintenance of City owned sepulchers and cemeteries prior to such contract being submitted to the City Council or Citv Administrator for approval and shall make a recommendation as its approval. Drafter's Note: Deleted text is shown thos. Inserted text is shown thus C. The Board shall, prior to April of each year, make a recommendation as to rates to the City Administrator. D. The Board shall hear any complaint regarding maintenance of the cemetery and shall make recommendations regarding resolution of any such complaint to the City Administrator. F. The Board shall make any recommendation for the maintenance, improvement of service, and improvement to the environment of the property as often as the Board deems appropriate to the City Administrator,but shall also identify funding for any recommendations not already budgeted. F. The Board shall conduct fundraising activities which shall be dedicated to the maintenance of City owned sepulchers and cemeteries. G. The Board shall make an annual report to the City Council on their findings and activities in July of each year. Sec.7.6 Report. The Board shall make reports and recommendations to the City Council on an as needed basis. Sec 7-61p:Finances. The Board is not authorized to make any purchases or spend anv money on behalf of the City. Sec. 7-64'9.tStaff,city cooperation. The Board may request, and shall receive, the cooperation of city staff members in providing it assistance for the furtherance of its duties as approved by the City Administrator.
