HomeMy Public PortalAbout10-8168 Transportation of South Florida East Sponsored by: Vice-Mayor Johnson RESOLUTION NO. 10-8168 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, SUPPORTING THE FLORIDA DEPARTMENT OF TRANSPORTATION SOUTH FLORIDA EAST COAST CORRIDOR STUDY FOR THE TRANSIT SERVICE BETWEEN MIAMI AND JUPITER, TO ENHANCE MOBILITY IN THE SOUTHEAST FLORIDA REGION, ENDORSING REGIONAL RAIL AS THE BASIS FOR A LOCALLY PREFERRED ALTERNATIVE AND ACKNOWLEDGING POTENTIAL STATION LOCATIONS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE AGENCIES AS STATED HEREIN; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. • WHEREAS, the Florida Department of Transportation ("FDOT") seeks public input for the South Florida East Coast Corridor Study; and WHEREAS, the study area follows the FEC Rail Road right-of-way from approximately West Flagler Street in Downtown Miami to Indiantown Road in Jupiter. This corridor traverses Miami-Dade, Broward and Palm Beach Counties and generally parallels Dixie Highway and US-l; and WHEREAS, the Florida East Coast ("FEC") Railway corridor was historically operated as a passenger rail line along Florida's East coast; and WHEREAS, many cities on Florida's East coast developed around train stations along the FEC railroad; and WHEREAS, modern cities along Florida East Coast are currently implementing programs to redevelop historic downtowns with land use changes that encourage transit-oriented development centered around train stations; and WHEREAS, travel along the eastern portions of the three counties, mainly along I-95, U.S. 1 and Old Dixie/Federal Highway are already operating beyond their capacity, especially the North and South arteries; and Resolution No. 10-8168 WHEREAS, reduction of vehicle miles traveled would reduce fuel consumption and the amounts of pollutants emitted in the Southeast Florida region; and WHEREAS,there is a critical need for adequate transit service provision for the mobility needs of the residents of Miami-Dade County; and WHEREAS, the reintroduction of passenger service along Florida East Coast would stimulate the economy, increase access to job opportunities, and assist the transit-dependent population between Miami and cities throughout Southeast Florida region. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA,FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of Opa-locka supports the Florida Department of Transportation's South Florida East Coast Corridor study for transit service between Miami and Jupiter to enhance mobility in the Southeast Florida region. Section 3. The City Commission of Opa-locka endorses the Regional Rail operating in the FEC Railway Corridor as the locally preferred alternative for future South Florida East Coast Corridor transit, and agrees with the proposed transit station locations, as identified through a collaborative, public process in Phase 2 of the Study, particularly as they pertain to this jurisdiction,as appropriate. Section 4. The City of Commission Opa-locka, working with the FDOT and other appropriate agencies, agrees to support complementary land use policies, land development regulations, "quiet zones" and economic development activities consistent with the Federal Transit Administration New Starts Development Process. Section 5. The City Commission of Opa-locka further encourages the Florida Department of Transportation, on behalf of all state stakeholders, to actively pursue obtaining 2 Resolution No. 10-8168 shared access to the current FEC Railway Corridor with the purpose of reintroducing passenger transit services within the FEC railway Corridor. Section 6. The City Clerk is directed to forward a copy of this Resolution to all appropriate public agencies including the Miami-Dade Metropolitan Planning Organization, the Miami-Dade County Commission, the Miami-Dade County officials involved in regional transit planning, the South Florida Regional Transportation Authority and its membership, the Florida League of Cities, the Florida Association of Counties, local governments, the Chambers of Commerce within the South Florida area, CSX Transportation, the Flagler Development Group, the FEC, LLC, and the aviation and sea port agency officials.
