BACKGROUND –CPUC & PG&E
In 1967, the California Public Utilities Commission (CPUC) established
tariff rules for what is now commonly referred to as the “Rule 20A Utility
Undergrounding Program”.
This statewide program was created to eliminate the concentration of
overhead electric and telecommunication lines and wooden utility poles
along major arterial streets, public areas of scenic value, and the
downtown or civic center core.
City’s current annual allocation to the Rule 20A program is
approximately $78,362.
As of 3/10/2020, the City’s current Rule 20A allocation is $3,417,269,
with the ability to borrow up to 5 years of future credits increasing
total available funds to $3,809,079.
Last year, PG&E Notified the City that a portion of the City’s current Rule
20A allocation, approximately $19,901, will be redirected to the City of
Live Oak.
To avoid this reallocation, the City may adopt a resolution establishing an
underground utility district prior to March 11, 2020.2
BACKGROUND –CITY’S ORDINANCE
Chapter 8.30 "Undergrounding of Utilities" of the Millbrae Municipal
Code authorizes the City Council to designate areas within which all
existing overhead poles, overhead wires and associated overhead
structures should be removed and replaced with underground
installation of wires and facilities for supplying electric,
communication, or similar or associated service.
Requirements:
Prior to Adoption: Public Hearing within 10 Day Notices to Affected
Property Owners
After Adoption:
Within 10 days, notification shall be mailed to all affected property owners and
utilities.
Posting along all open streets within the district
Within 15 days, publications in newspaper

Approximately 3,000 LF of main, 4,100 LF of service laterals, and 41
panel conversion.

Estimated Project Cost: $3.9M (current dollars)
Current available funding: $3.8M includes 5 years
advancement.
During planning phase, Staff will further evaluate funding
and phasing of the project.

RECOMMENDATION

Hold Public Hearing and adopt Resolution establishing an
Underground Utility District on Millbrae Avenue between
Magnolia Avenue to Minorca Way to Avoid Reallocation of
Existing Funds
NEXT STEPS
