Parking Authority
City Council Meeting

Background
•City has a large inventory of free public parking
spaces in and around the downtown core.
•Staff has received feedback from residents
regarding cars frequently being parked longer
than the allotted time frames (1-2 hours
typically).
•Concerns include the unavailability of parking
and the need for more total parking spaces to
support downtown businesses.

•New planned and proposed development
projects will also generate the need for additional
parking throughout the downtown core.
•Millbrae is one of the only remaining cities on the
peninsula that does not charge for downtown
parking.
•There is potential to generate significant revenue
from paid parking that can be deployed within
the downtown core.

Millbrae Parking Authority
•Separate legal entity.
•Can dispose and acquire property.
•Can manage, operate, build, develop, and
contract for surface lots, on-street parking,
garages and other facilities.
•If needed, has ability to issue revenue bonds
under authority separate from City’s General
Fund

Next Steps
•Authorize staff to perform further study and
refine fiscal analysis.
•Analyze best method and type of paid parking
alternatives (meters, “smart” lots, tokens, etc.).
•Prepare and implement community and business
outreach plan.
•Bring back a resolution to City Council for the
adoption of a parking authority.
