HomeMy Public PortalAbout11-8179 Metro Planning Organization Sponsored by: City Manager Resolution No. 11-8179 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA,TO AUTHORIZE THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE METROPOLITAN PLANNING ORGANIZATION UNDER THE MUNICIPAL GRANT PROGRAM FOR A ROAD CLASSIFICATION AND IMPROVEMENT STUDY IN AN AMOUNT UP TO ONE HUNDRED FIFTY THOUSAND ($150,000.00) DOLLARS,PROVIDING FOR A LOCAL MATCH OF THIRTY SEVEN THOUSAND FIVE HUNDRED DOLLARS ($37,500.00) FROM EXISTING CITY PTP FUNDS,PAYABLE FROM ACCOUNT NUMBER 47-541340; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,the FY 2012 Unified Planning Work Program(UPWP)of the Miami- Dade Metropolitan Planning Organization (MPO) provides transportation and transit planning; and WHEREAS,the FY 2012 Unified Planning Work Program includes the Municipal Grant Program; and WHEREAS, the City will be submitting an application to the Municipal Grant Program in the amount of$150,000.00; and WHEREAS, if the application is approved, there will be a required local match from the City in the amount of$37,500.00; and WHEREAS, the local match of $37,500 would be paid from existing PTP funds now held by the City, which would be allocated for this purpose and charged to account number 47-541340; and WHEREAS, the City Commission of the City of Opa-locka desires the City Manager to submit an application to the MPO under the Municipal Grant Program for a road classification and improvement study. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION Resolution No. 11-8179 OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka,authorizes the City Manager to submit an application to the Metropolitan Planning Organization under the Municipal Grant Program for a Road Classification and Improvement Study in an amount up to One Hundred Fifty Thousand($150,000.00)Dollars with a local match of$37,500 from existing PTP funds held by the City, and charged to account number 47-541340. Section 3. This resolution shall take effect immediately upon adoption. Description: The City of Opa-locka participates in the Miami-Dade Metropolitan Planning Organization (MPO). The MPO provides transportation and transit planning for the city of Opa- locka under USC§ 5303, 5304, 5309 and other federal regulations. These programs provide funding to support cooperative, continuous, and comprehensive planning for making transportation and transit investment decisions in Miami-Dade County. Financial Impact: Should the city be awarded this grant, a twenty (20%) match is required. The estimated match should be no more than $37,500 dollars and will come from Miami-Dade People's Transportation Plan (PTP) Funds. The FY 2010-2011 PTP budget would be amended to add $37,500 from the fund balance and will be charged to account number 47-541340. Implementation Time Line: Immediately. Legislative History: None. Brown, Jr., Community Development Director FYs 2011 4... _ 2012 UNIFIED PLANNING WORL_ 2ROGRAM OBJECTIVE D: TRANSPORTATION PLANNING DECISION MAKING AND FUNDING TASK NUMBER AND TITLE: 4.13 MUNICIPAL GRANT PROGRAM II PURPOSE: Encourage Miami-Dade County municipalities to participate in a competitive program for the performance of relevant transportation planning studies. PREVIOUS WORK: • Four cities were awarded funding during the FY 2011 program and as follows: Miami Health District Bicycle and Pedestrian Mobility Study, Pinecrest Safe Routes to School, Miami Springs Traffic Circulation and Parking Study for Westward Drive and Cutler Bay Town-Wide Bicycle and Pedestrian Master Plan. METHODOLOGY: • To plan for transportation improvements stressing community-based methods and cost-effective solutions. • Progress reports required before any reimbursements can be approved. • A formal presentation of the end-product and findings of the study before CTAC, TPTAC and the TPC. The maximum annual amount available for the program is $150,000. This funding becomes available on July 1, 2011 and will expire on June 30, 2012. Awards to municipalities will be based on a competitive basis. The following is a list of project selection criteria to be used in the selection process. PROJECT EVALUATION CRITERIA 1. Level Of Service (LOS) benefits of the proposed project. 2. Impact of mobility/traffic circulation gains. 3. Intermodal nature of proposal. 4. Support of the approved countywide activities of the Unified Planning Work Program for Transportation. 5. Consistency with the applicant's local comprehensive plans. A staff committee will conduct the initial screening and recommendation of project(s)to be awarded the funds. Please be advised that it is the intent of the Board to award as many grants as possible. This study would have regional significance due to its close proximity to the Opa-Locka Airport and the Industrial Park. The industrial park and road connections in around the Opa- Locka airport are inundated with heavy truck traffic. • classify all roads in the above-described area by function, road conditions, and level of service. Once the road classification study ends,the improvement study would outline how to improve roads based on criteria established by the study. The improvement study would take into account building new roads, resurfacing existing roads, and improving intersections to reduce congestion in and around the Opa-Locka airport. It would also provide recommendations on how to mitigate truck traffic and techniques for increasing the efficiency, safety, capacity and level of service of a transportation facility without increasing its size.
