ASSISTANT TOWN CLERK, TREASURER - COLZECTOK CF TAMES We who is required to assume the responsibilities of the duties of the Town Clerk, 'Treasurer - Collector oaf. Faxes in the absence of the Town Clerk, Treasurer - Collector of Taxes. The duties shall also include typing, filing, keeping of office records, bookkeeping, operating bookkeeping machines and calculators, preparing billings, processing payrolls and keeping payroll records, receiving and posting payment to the Town and have inntinote knowledge of the ::prccednres of the office of the ?bean Clerk, Treasurer -- Collector of '?axe s. OPERATING ENGINEER We who is required to perform the duties of a regular full—time and regular part-tile laborer and who in addition thereto is required to perform duties requiring a high degree of skill in traces and activities as they apply to heavy equipment and machinery. He shall operate and be responsible for the general care and maintenance of trucks and motor-driven equipment upon a regular basis and who, under direction, over-sees and is responsible for the work of one or more laborers assigned to, or working in. connection with equipment so operated. To see if the Town will vote to authorizethe Selectmen to grant to Poland , myo of route 6A, Orleans, lissachusetts, his heirs and assigns, an easement of .^•lav for the purpose for which such ways are commonly used in the Town of Brewster, said easement being more parti— cularly described as follows: Beginning at a concrete bound at the Southwesterly corner of a Parcel of Lend shown as Parcel 1 on a plan of land. entitled "Plan of Lind in Erewster, .:`ass. made for the Ton of Brewster Scale 1" = 1001 February 1970 Nickerson � Orger, ;no. To see if the Town will vote to transfer the sur: of Eve Ondred ($500.00) Eol.lars from the Sale of Lots—Town Cemetery Account to To`vin Cemeteries Oprovement Expense Account, to be expended under the direction of the Board of Selectmen. ARTICLE 12. To see if the Town will vote to transfer from. Available Funds the sur:, of Two Thousand ($2,000.00) Dollars to the Oterans Benefits Account or take any action relative thereto. ARTICLE 13. To see if the Ton will vote to transfer a sum of money from the Additional Office Space Account for the Purpose of renovatin interior of Town -fall. ARTICLE 14. To see if the Town will vote to amend Article 50 of the Annual :own Meting of March 51 1972, by deleting "Shellfish Constable" so that it will read: "Cue Thousand ($1 ,000.00) 11o11ars to be used for the propagation of shellfish., said money to be spent under the direction of the Board of Selectmen.,, ARTICLE 15. To see if the Ton will vote to transfer from. Available Minds the sum of We Thousand (.8�1,000.00) Zollars to the Propagation of Shellfish Account, to be expended under the direction of the Ward of Selectmen. ARTICLE 16. To see if the Town will vote to authorize the Board of Selectmen to appoint twelve (12) persons to serve for a period of one (l) .year as BrwKster Economic Ovelopment Commission. Said commission to study and report its' findings relative to means and methods of broadening the Town's tax base; attracting business and light—industry to the Torn; and creation of employment opportunities for the Townspeople. ARTICLE 17. To see if the Town will vote to raise and appropriate the su=n. of Five Thousand ($5,000.00) ioLars for use by Erewster Economic Ovelopment Commission for advertising, research and office expenses. ARTICL~. 18. To see if the Tom ..ill vote to join the Abtional Flood Insurance Program and to designate an appropriate Town agency to report to WD thereunto. ^hereas certain areas of the Town of Brewster are subject to periodic flooding causing serious damage to properties within these areas; and whereas relief is available in the form of federally subsidized flood insurance as authorized by the optional Flood Insurance Act of 1965; and whereas it is the intent of the TaKn to require the recognition and evaluation of flood hazards in all official actions relating to land use in the flood plain areas having special flood hazards; and whereas the Ton of Brewster has legal authority'to adopt land use and control measures to reduce flood losses pursuant to the constitution and general lags of the Commonwealth; now, therefore, the Town of Brewster hereby votes: 2108 1. That it ,r?1?. enact and maintain in force for those areas having flood hazards adecruate land use and control measures with en- forcement urovisions consistent wyith the Criteria set forth in s. 1910 of the National .00d insurance Program ga Helations; and 2. The Conservation Com ssion or Selectmen or Planning Board is hereby authorized and directed to: a. Assist the Flood insurance Administrator in delineating, flood hazard areas on available Local ma-Ds of sufficient scale to locate building sites, for future Toho. !-eting consideration; b. Provide such information as the Adrini.strator may request concerning present uses and occupancy of the flood plain; c. Cooperate with Federal, local and state agencies and private fir:-.s which undertake to study, survey, map and identify flood hazard areas and cooperate with neighboring co=uni- ties orith respect to management of adjoining flood hazard areas in order to prevent aggravation of existing hazards; d. Submit on the anniversary date of the community's initial eLgi.bility and annual report to the Administrator on the progress made during the past year within the community in the development of flood ~lain management measures; e. Take any other action reasonable and proper to carry out program objectives of minimizing or eliminating flood damage. AHTICi: 19. A.ny, other By-Law or regula tw.fl_{ to the contrary notisithstanding, no construction on shall be permitted irith r_ the district :unless the Board of .Anneals shall deter=e that all, utilities are located, elevated and constructed so as to minimize or elirinate flood damage and that methods of disposal for seulage, refuse and other -wastes and for providing drainage are adequate to reduce flood hazards; provided that such permit from the Board of Anneals shall not be required in cases where the Planning Board has conducted a similar review and approval under its regulations. 0,TICT2 23. To see if the To*vin will vote to transfer from Available F�mds the sum of Three Thousand, Five Hundred (43,500.00) Lollars to the Bre-w,ster Bi-Centennial Committee for eymenses to be incurred in 1975 and 10,76 for the Bi-Centennial Commemoration celebrations for the -Oevcle of Brewster. 209 ARTICLE 24. To see if the Town will vote to transfer from. Available Funds in the Treasury, the sum of Thirty-five Thousand, Four Hundred Thirty-nine (35,439.00) Dollars which may be used for the reconstruction of Stony Brook Road. Twenty-nine Thousand, Four Hundred Thirty-nine (29,439.00) Dollars "Vz ll be returned to the Treasury via reimbursement from the State and County for the cost of this project. ARTICLE 25. To see if the Town will vote to transfer from the Road Machinery Fund, the sum of Seven Hundred and Fifty ($750.00) Dollars to be used for the purchase, maintenance and operation of Road Machinery. ARTICLE 26. To act on any other business that may legally come before this meeting. And you are directed to serve this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting as aforesaid.
