RESOLUTION NO.. 81-12
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AUTHORIZING ACCESS TO STATE AND
LOCAL SUMMARY CRIMINAL HISTORY INFORMATION
FOR EMPLOYMENT
WHEREAS, Penal Code Sections 11105(b) (10) and 11300(b)
(10) authorize cities to obtain access to State and local summary
criminal history information for employment purposes; and
WHEREAS, Penal Code Sections 11105(b) (10) and 13300(b)
(10) require that there be a requirement or exclusion from employ-
ment based on specific criminal conduct on the part of the person-
whose criminal record is being sought; and
WHEREAS, Penal Code Sections 11105(b) (10),and 13300(b)
(10) require the City Council of the City to authorize access to
summary criminal history information for employment;
NOW, THEREFORE,. the City Council of the City of Lynwood
DOES HEREBY RESOLVE AND DETERMINE as follows:
Section 1. No person shall be employed by the City
whether for compensation or as a volunteer in a City sponsored
youth recreational activity who has been convicted of a felony or
a misdemeanor involving moral turpitude or who has been convicted

~of a felony or a misdemeanor~wfiich is related to the employment in'
question, except that such convictions may be disregarded if it is
determined that mitigating circumstances exist.
Section 2. The City Personnel Manager in charge of
screening prospective City employees is hereby authorized and
directed to obtain access to and review State and local summary
criminal history information, including records of arrest leading
to conviction of a felony or misdemeanor as described in Section 1
hereof, for purposes of determining compliance with Section 1 hereof.
