MAY 20, 1980
Mayor Atkins called the .regular meeting of the City Council to
order at 7:36 p.m. on Tuesday, May 20, 1980, in the Council Chamber
of the City Hall.
2. The invocation was given by Dr, Edwin Linberg, Temple City Christian
Church, 9723 Garibaldi Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Atkins.
4. ROLL CALL:
Present: Councilmen- Dennis, Gillanders, Merritt, Tyrell, Atkins
Absent: Councilmen-None

S. CONSENT CALENDAR:
Mayor Atkins requested Item E be removed from the Consent Calendar.
Councilman Tyrell moved to approve Items A through D, and F through
H as recommended, seconded by Councilman Merritt and carried.
A. APPROVAL OF MINUTES - Regular Meeting of May 6, 1980
Approved as written.
B. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of May 7, 1980
(1) "WATCH YOUR STEP" ADVISORY MARKINGS - CAMELLIA LIONS CLUB
Approved placement of "WATCH YOUR STEP" advisory markings at
four corners of 14 intersections along Las Tunas Drive from
Rowland Avenue to Sultana Avenue with the Lions Club logo in
script letters.
(2) LONGDEN AVENUE, WESTERLY OF TEMPLE CITY BOULEVARD
ADDITIONAL CONTROLS
Approved additional traffic controls on Longden Avenue westerly
of Temple City Boulevard to improve visibility at the midblock
crosswalk in the area of Longden School as set forth in memo
dated May 8, 1930 and on file in the City Clerk's office.

Commission at their meeting held May 13, 1930.
D. ACCEPTANCE OF WORK: SLURRY SEAL PROJECT, MAINTENANCE AREA NO. 4
Accepted the work performed in accordance with specifications for
the project, authorized payment in the amount: of $36,211 to the
contractor, authorized filing of Notice of Completion, and release
of the 10% retention at the end of the 35 -day lien period.
F. SUMMER YOUTH EMPLOYMENT .PR()G1'.AI"I
Authorized staff to implement the Summer Youth Employment Program
as outlined in staff memo dated May 1.2 and appropriated an
additional $550 and amended the adopted budget accordingly.
G. RESOLUTION NO. 80 -1900: EMPLOYMENT OF PERSONNEL

$85,917.27, DEMAND NOS. 274 THRU 319.
CONSENT CALENDAR ITEM E: TEMPLE CITY SECURITY REPORT: LOS ANGELES
COUNTY SHERIFF
Councilman Dennis stated he would prefer to hold this matter over
to a Study Session. Councilman Tyrell moved to continue to a
study session immediately following the regular agenda, seconded by
Councilman Gillanders and carried.

NEW BUSINESS:
6. PUBLIC HEARING: 7:30 p.m. PROPOSED USE: REVENUE SHARING FUNDS
City Manager Koski presented background information, stating the
City must, pursuant to federal law, hold a public hearing on the
proposed use of revenue sharing funds for citizen input. A second
hearing is required in conjunction with the adoption of the annual
budget. The amount of general revenue sharing funds to he discussed
for fiscal year 1980 -81 is $36,300 which is proposed to be used the
increased cost of law enforcement services.
Mayor Atkins declared the public hearing open and invited anyone
in the audience wishing to speak to coupe forward. There being no
one come forward to speak, Councilman Tyrell moved to continue
the public hearing to the .June 1.7, 1980 City Council meeting when
the 1980 -81 budget will be considered, seconded by Councilman
Merritt and carried.

8. TIME FOR THOSE IN THE AUDIENCE WHO W i SH TO SPEAK.
Mr. Donald Reda, Cloverly School; presented a request to conduct
a "Run for Kids" 5K and 1OK. race on Sunday, .Hine 8, 1980 for the
purpose of purchasing physical educati.an equipment. They plan to
use the same course used by the Camellia Festival; the Board of
Education has endorsed the event; and Ki.wanis Club of Temple City
will co- sponsor.
Councilman Tyrell moved to approve subject to adequate traffic
control by the Sheriff Department personnel, and certificate of
insurance naming the City additionally insured in the amount of
$1,000,000, seconded by Councilman Merritt and carried.
Mrs. Lucinda Grant, 5434 El Monte Avenue, stated RTD has many buses.
in storage and inquired why the City couldn't arrange to acquire
one for transportation for senior citizens. Mrs. Grant also
expressed concern about the number of illegal fire crackers in the
possession of the young people and felt the City should block off
a part of the downtown area to allow the children to light their
fire crackers under supervision thereby eliminating the danger to
them and also the potential for residential fires.
Mayor Atkins stated a recent survey in Arcadia showed the greater
share of the use of their transportation program is by teenagers;
the mini -bus program in Covina /West Covina has been discontinued
for lack of use. He also stated the Fire Department and Sheriff's
Department are concerned about the use of illegal fireworks and
are trying to curtail their entry into the state.
Robert Sarno, Assistant Fire Chief, Los Angeles County Fire Depart-
ment, presented a plaque from the Department commemorating the
City's 20th birthday and thanked the Council and the residents of
the City for their support and cooperation for the past 20 years.
RECESS TO CRA:
City Council recessed at 8:07 p.m. to meet as the Community Redevelopment
Agency, all members being present, and approved the minutes of the
regular meeting held May 6, 1980. The minutes are set forth in full in
the records of the Agency.

10. MATTERS FROM CITY OFFICIALS:
A. RECOMMENDATIONS FROM PARKING COMMISSION - Meeting of May 14, 1930
(1) PARKING CONTROLS IN CRA PARKING LOT
City Manager Koski advised the Parking Commission has recouunended
the placing of stop signs at the north, south, and east approaches
of the main north -south and east -west aisleway with white stop
and bar pavement markings, and placing white crosswalk at the line
of the stop for southbound traffic on the north -south aisleway.
Councilman Merritt moved to approve, seconded by Councilman
Gillanders and carried.
(2) CRA PARKING LOT - RO.;l :I'(EAD BOULEVARD ENTRANCE -

the placement of precast wheel stops in the angle parking stalls
immediately south of the Rosemead Boulevard entrance aisleway,
commencing from the terminus of the rrkedi.an divider and continuing
westerly, wheel stops to be painted yellow to be visible at all

B. Councilman Gillanders directed attention to the news coverage.

C. Councilman Tyrell stated Judge Stanton is the most able jurist
available and is being maligned because he believes people
guilty of crimes should be jailed.
D. Councilman Gillanders stated that. Councilman Alex Beanum of
Cerritos,. who was injured in an accident in Palm Springs, is
in intensive care, and requested that a message be sent as
soon as he is allowed to receive them.
E. Councilman Merritt stated he had received a letter from
Assemblyman Mountjoy regarding legislation directed at the
use of PCP. Mayor Atkins advised an interesting lobby went
to Sacramento to fight for that legislation, in that the lobby
was comprised of students from Pasadena high School.
11. ADJOURNMENT:
On motion by Councilman Dennis, seconded by Councilman Gillanders,
meeting adjourned at 8:20 p.m. to a Study Session. City Council
reconvened at 9 p.m. and requested the City Attorney to prepare
a draft ordinance relating to security alarm systems. On.motion
by Councilman Tyrell, seconded by Councilman Gillanders meeting
adjourned. Next regular meeting of the City Council will be held
Tuesday, June 3, 1980, 7:30 p.m. in the Council Chamber of the
City Hall.
