RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD REQUESTING THE GOVERNOR
OF THE STATE OF CALIFORNIA AND THE STATE
DIRECTOR OF TRANSPORTATION TO TAKE IMMEDIATE
POSITIVE ACTION TOWARD RENEWING THEIR VIGOROUS
SUPPORT FOR CONSTRUCTION OF THE I-105 CENTURY
FREEWAY.
WHEREAS, in October 1979, the seven-year legal inJunction
prohibiting construction. of the I-105 Century•Freeway was officially
removed by issuance of a court-ordered Consent Decree; and
WHEREAS, for the municipalities within .the Century Freeway
right-of-way this action represented the long-awaited end to an
interminable time delay of almost a decade; and
WHEREAS, the impact of this delay and its effect upon the
Corridor Cities has resulted in severe environmental, economic, and
social devestation, as well as a critical impediment to the pro-
vision of Jobs for impacted residents,; and
WHEREAS, within the City limits of Lynwood 423 residential,

commercial, and industrial structures have been, demolished, and 237 ~-~~-y
remain vacant and boarded up at a time when the County is suffering
an unpre;ce~dented shortage of low-and moderate-income housing; and
WHEREAS, any further hinderance to construction of the
I-105 will•continue to have a ca,lamitos effect upon the City of
Lynwood; and
WHEREAS, it has been over fifteen months since the lifting
of .the inJunction, and Caltrans has yet to grant any contract re-
• suming construction of the I-105; and
WHEREAS, the recently ordered Environmental Protection
Agency's sanctions against dispersion of federal highway funds to
the State of California has once again put a halt to all construc-
tion work on the I-105; and
WHEREAS, recent .State observations have concluded that.
the Federal Highway Administration is now retreating from its pre-
vious financial commitment to finance construction of the I-105
Freeway; and

WHEREAS, the Governor of California, Edmund G. Brown fir.,
and State Director of Transportation, Adriana Gianturco, have in
the past publically articulated their support for the completion of
this protect; and
WHEREAS, it appears highly probable at this point that
without the vigorous support and participation of Governor Brown and
Director Gianturco, the completion of the I-105 may once again find
itself in an indefinite standstill;
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY
RESOLVE AS FOLLOWS:
Without any undue deliberation, Governor Brown and Directo=r
Gianturco take all necessary action toward influencing the resump-
tion of construction of the I-105 Century Freeway within the time-
frame specified by the Consent Decree.
