RESOLUTION NO. 81-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DENYING A CONDITIONAL USE PERMIT FOR
WILLIAM HILL .TO OPERATE A TREATMENT CENTER FOR
ADOLESCENTS AT 12519 .ATLANTIC AVENUE, LEGALLY
DESCRIBED AT LOT 12 AND PORTIONS OF LOTS 11 AND
15, TRACT NO. 7099,x. LYNWOOD
WHEREAS, the City of Lynwood has received an application for
a Conditional Use Permit from William Hill to operate a treatment
center for adolescents at 12519 Atlantic Avenue, Lynwood;
WHEREAS, the Planning Commission of the City of Lynwood has
held and conducted a public hearing concerning said application and,
based upon testimony presented, has adopted its Resolution No. 743 deny-
ing said Conditional Use Permit;'
WHEREAS, the applicant has right of appeal before the City
Council of the City of Lynwood; and
WHEREAS, the Lynwood City Council, pursuant to la~~,r, did, on
May 5, 1981, hold a public hearing on the appeal fi~led:>by.Mr. William
Hill;
;WHEREAS, the proposed treatment center would house up_to
fifty=threei (53) delinquent youths at a time, with additional youths
coming in flor out-patient services;
WWHEREAS, the proposed. treatment center would have a staff of
forty (40) 'persons, including twenty-two (22) on the day shift;
WHEREAS, the t~~rerty-one ( 21) parking spaces .and the parking
lot aisleway which are provided on site are smaller than required by
City Code.; ;
WHEREAS, the proposed site is 34,620 s uare fee
is located within a block.of existin and q t in area, and
g proposed residences;,
WHEREAS, the proposed site is across the street from an exist- ~
ing school; i ;
WHEREAS, the proposed site is within a block that was recently
rezoned to R-3, multi-family residential, as one aspect of a recently-
expanded redevelopment project, in order to stimulate new .residential
construction on that block;
WHEREAS, four (4) of the property owners on this block have
expressed interest in developing residential units on their propert::es,
and one Conditional Use Permit for such development has already been
approved by the Planning Commission;
WHEREAS, very little open space suitable for recreation or
buffering of_ this use is provided on site.;-
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Lynwood hereby does find, determine, and conclude as follows:
SECTION 1. That the proposed conditional use would adversely
affect the implementation of the City's General Plan and Redevleopment
Plan, in that the subject property is within a strip of land shown in
the General Plan and Redevelopment Plan as "Townhouse and Cluster Housing"
and the proposed use may discourage development of neighboring areas '
with such uses;

SECTION 2. That the proposed location of the conditional
use may be detrimental to the public welfare and materially injurious
to properties in the vicinity, as follows:
a. The site is inadequately buffered from'surroundir.g
residences and schools;
b. Insufficient on-site parking is provided for staff,
outpatients, and visitors; ,
c. Insufficient recreational facilities (i.e., open
space, gymnasium)_are provided on site;
d. The proposed. use may hamper the attainment of the
City's planning objectives for the area, and may
lead to difficulty in marketing new and existing
housing in the area. =
SECTION 3. That other reasonable uses. of the subject property
are permissible under the City's Zoning Ordinance.
BE IT FURTHER RESOLVED, that the City Council of the City of
Lynwood hereby deny the requested. Conditional Use Permit for operation
of an adolescer_t residential treatment center at 12519 Atlantic Avenue,
Lynwood.
