HomeMy Public PortalAboutR3745 GC Suspension of Sections 1, 2 and 4 of Resolution No 3702 RESOLUTIONRESOLUTION NO. 3745 WHEREAS, the adoption of Resolution No. 3745 will authorize the suspension of Sections One, Two and Four of Resolution No. 3702, adopted September 9, 2021. WHEREAS, as part of the Metropolitan St. Louis Sewer District’s (MSD) continued commitment to protecting the workplace during an infectious disease outbreak, Resolution 3702, adopted September 9, 2021, required all employees to be vaccinated or provide a negative COVID-19 test weekly as part of the MSD Mandatory COVID Testing Program, and WHEREAS, the purpose of implementing the Mandatory COVID Testing Program was to support the continuance of the District’s mission of providing essential services while taking steps to keep our employees safe within the workplace, and WHEREAS, due to the current state of the infection rates, the Board of Trustees has directed District staff to suspend Sections One, Two, and Four of Resolution No. 3702, adopted September 9, 2021, and WHEREAS, the Board of Trustees has directed the Executive Director to monitor all data and information available regarding COVID-19 and determine when to reinstitute all or some of Sections One, Two, and/or Four, on an emergency basis; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, that the Executive Director is hereby delegated full and complete authority to suspend the following Sections One, Two and Four and to reinstitute all or some of Sections One, Two, and/or Four, on an emergency basis, confirmed by Resolution adopted by the Board. Section One: SUSPENDED - MSD’s Mandatory COVID Testing Program requires that all MSD employees submit proof of receiving their first vaccine shot OR a negative COVID-19 test starting October 11, 2021, and weekly thereafter until proof of receiving first vaccine is submitted. Section Two: SUSPENDED - MSD’s Mandatory COVID Testing Program requires that all MSD employees submit proof of being fully vaccinated by November 1, 2021. If not fully vaccinated the employee will continue to submit a weekly negative COVID-19 test. Section Three: MSD’s Mandatory COVID Testing Program requires that all individuals starting employment with MSD on or after October 4, 2021, submit proof of being fully vaccinated prior to their first day of employment. Section Four: SUSPENDED - MSD’s Mandatory COVID Testing Program requires that, as soon as practical, all individuals who are not MSD employees but are working on MSD owned property submit proof to their employer that they are fully vaccinated. If not fully vaccinated the individual must submit a weekly negative COVID test. Section Five: District staff will revise and update the Mandatory Coronavirus (COVID-19) Testing Policy. Section Six: The Board of Trustees authorizes the Executive Director to monitor all data and information available regarding COVID-19 and determine when to reinstitute, on an emergency basis, all or some of Sections One, Two, and/or Four, stated above. The Executive Director will furnish to the board, a full explanation of the basis for the determination. The action will then be confirmed by a Resolution adopted by the Board.
