RESOLUTION OF THE CITY. COUNCIL OF THE CITY OF
LYNWOOD SE'1'TING A PUBLIC HEARING TO ASCERTAIN
THE EXISTEIvCE~OF A PUBLIC NUISANCE AT 3533
CARLIN AVENUE
WHEREAS, Section 21-15 et seq. of the Lynwood Municipal
Code provides for the abatement of nuisances and assessment of
the costs of such abatement to the real property following
compliance with certain procedural requirements and the making
of certain determinations by the City Council; and
WHEREAS, the City Manager has recommended that such
premises at 3533 Carlin Avenue on or about March 12, 19~i1, were
maintained.in such a way as to constitute a public nuisance; and
WHEREAS, the City Manager deemed abatement of the nuisance
to be sufficiently urgent as to require summary abatement after
making repeated attempts to contact the owner of the subject
property; and
WHEREAS, said abatement was accomplished on or about March
13, 1981 and the City now desires to hear evidence in the
matter to determine whether such a nuisance existed and, if so,
to impose the cost of abatement upon the property,
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1. The City Council declares its intent to conduct
a public hearing to ascertain whether the property at 3533
Carlin Avenue in the City of Lynwood was in fact maintained so
as to constitute_a.public nuisance, in that, among other
things, the residential structure on said property was
completely abandoned and the inside of the structure left open
to the outside environment in a manner constituting an obvious
attractive nuisance to inquisitive children, vandals an other
persons, and internal contents of the building were left
abandoned unobstructed and in a condition posing an obvious
health and safety hazard and an attractive nuisance to
inquisitive children, vandals and other persons.
SECTION 2. The public hearing shall be held at the next
regular meeting of the City Council, June 2, 1981 at 7:30 p.m.,
in the City Council Chambers. The premises involved are those
located at 3533 Carlin Avenue in .Lynwood, California, more
fully described as:
The Western half of Lot 901, Tract 3172,
City of Lynwood, State of California, as per
Map recorded in Book 32, Page 90 of Maps, in
the Office of the County Recorder of the
County of Los Angeles.
.SECTION 3: The City Council shall also consider at said
hearing whether to allow the cost of abatement incurred by the
City in boarding-up the house, and taking inventory and storing
property located thereon, to be assessed against the property
in accordance with. local ordinance and state law.
SECTION 4. The City Clerk is hereby directed to publish,
post,- and mail notice of this Resolution pursuant to Section
21-18 of the Lynwood Municipal Code.
