RESOLUTION NO. 81-85
A RESOLUTION OF "THE CITY COUNCIL OF THE CITY..
OF LYNWOOD , CALIFORNIA, AUTHORIZING.
PARTICIPATIO2v OF ^1 HE CITY ILJ THE JUVENILE
ASSISTANCE DIVERSION EFFORT (JADE)
WHEREAS, the City of LYNWOOD with the cities of
Bell, Cudahy, Maywood, Huntington Park,~_: - 'Compton,
unincorporated areas of Florence, Firestone, Wa lnut Park, and
the City of South Gate, as proponent city, desires to undertake
a certain project, designated the Juvenille Assistance Diversion
Effort hereinafter referred to as "JADE", to be funded from
funds secured through various Federal, State and local grant
contracts together with local funds as they are made available
by-JADE cities and other sources hereinafter referred to as
"the funding source";
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the Mayor and City Clerk of the JADE
proponent City of South Gate are authorized, on behalf of the
City of LYNWOOD to submit Applications for Grants for
Crime Prevention Purposes to Funding Sources, and is furthea:
authorized to execute on behalf of Project JADE the .Grant I1w:-~rd
for Crime Prevention purposes including any extensions or amend-
ments thereof.
SECTION 2. That the City of LYNWOOD will not,
26 supplant any existing oncoming Criminal Justice Pr ogram with

1 of the combined JADE areas to which LYNWOOD shall
2 be fully and fairly included, said Policy Board by democratic
3 process shall make and determine JADE Project ,policies.
4 SECTION 4. That an elected
5 community official shall serve as alternate JADE Policy Board
5 member and in the absence of the primary designate shall, be
. 7 empowered to act as the voting Policy Board representative of e

9 SECTION 5. That ,all persons appointed as JADE representa-
10 tives shall serve until replaced, and shall participate actively
11 °n JADE Boards to assure maximum participation for LYNWOOD
in all JADE activities.

SECTION b. That City of LYNWOOD will maintain

an active input to Project JADE reflecting the needs and opinions

of it's citizens, including it's youth, irrespective of race,

age, .sex., culture, or national origin.

SECTION 7. That City hereby pledges and affirms. to

further, that City endorses the JADE Project's commitment to

programing and further endorses the JADE concept that,~all else
22 aside, the primary purpose for JnDE's existence is to best serve
23 the youth and parents of the J11DL communities with effective,
24 humanistic"and professional qu,-~litj~ services in the obtainment

26 SECTION $. That City hereL~~~, designates City of South Gate,
27 California, to act as , .7ADE prc~~~onent city and as such, to secure

SECTION 9. That the City of L-YNWOOD agrees to
provide matching funds required for said project in an~amount
:not to exceed $3400 and that cash will be appropriated as
required thereby; that the City Council hereby appropriates
said matching funds for said program for said fiscal year 1981-
1982.
SECTION 10. .That City of LYNWOOD hereby deter-
mines to ..include "Project JADE and County of Los Angeles" as
"named additional insured" with respects to the program activities
of Project JADE to City°s Liability Insurance Policy for the
period covered by this resolution.
SECTION 11. That the City Clerk shall certify to the
passage and adoption of this resolution; .shall cause the ori-
ginal of the same to be entered in the book of resolutions of
said City of LYrawooD shall make a minute of the .passage
and adoption thereof in the records of the proceedings of the
City Council of said City in the minutes of the meeting at
which the same is passed and adopted; and. shall forward, as
required., a certified copy.t'ereof to the various funding source
agencies which the Project JADE Polic}r Board determines to sub-
mit funding proposals to foi- purposes of securing Project JADE
operating. funds from.
