November 17 , 2017
Present : Claire Gradone , Denise Rego , Joan Carstanjen , Judy Miller , Jim O' Leary and
Cindy Bingham , Selectmen liaison
Absent : Roberta Murphy
Guest : Ellen Bearse and Chris Miller and Mary Haynes
The meeting was called to order at 1002 pm at the Brewster Police Department conference
room .
Ellen Bearse , Recreation Director re : ADA update on athletic fields : Ellen has
received 2 grants for accessible improvement to the athletic fields $
1 . Freeman 's Fields : handicapped parking , walking paths and viewing platform
2 . Town Hall / Gage's Field : handicapped parking , walking paths , viewing platform and
different benches
The Soccer Field at Freeman 's Fields will have a handicapped parking area and a viewing
platform too . The surface will be a permeable concrete substance/asphalt . All this work
to be done in the fall of 2018 .
Director' s Report - Projects that need to be finalized or reviewed for future projects :
1 . Paine's Creek mat and viewing platform
2 . Stony Brook School Playground mat instead of wood chips to eleviate the
drainage problem . A poured rubber surface like the one at the Eddy School
Playground would be preferred . Claire will connect with Nancy White regarding
this issue .
3 . Drummer Boy Walking Path : These are currently made up of stone dust which
get washed away by rain . A permeable concrete substance/asphalt would be
preferred .
4 . Captain 's Golf Course ; Complete the on -going project for installing automatic
door openers to the doors entering the Golf Shop and Galley Cafe . There is talk
that the Cafe will be renovated , so we need to coordinate with this project .
The top of the ramp is deteriorating and the hand rail could be re- painted .
Claire will discuss with Mark , but it is our understanding that the renovations
are on hold .
We need to review these projects and make a commitment to make sure these projects
are completed .
Petition Select Board to reduce the number of members : Our board should consist of 9
members , but we have 7. After discussion , a motion was made to petition the Select Board
to reduce the All Citizen's Access membership from 9 to 7 members .
The motion was seconded and voted unanimously . Claire will speak with Susan Broderick
regarding this motion .
Secretary' s Report
The minutes of the April 27th meeting was reviewed and voted on with 4 Yes and 1
Abstained .
The minutes of the September 15th meeting was reviewed and voted on unanimously .
Old Business/New Business : Mary Haynes came to our ACAC meeting because she is
interested in joining . Claire reviewed that our committee was an advisory committee ,
whereas we recommend pro jects /work to make our Town more accessible for all citizens .
Chris Miller indicated that there might be a satellite parking area on Paine's Creek Road so
people can walk down to the Creek area . The Town is also looking at a bikeway which will
connect Cape Cod Rail Trail and Crosby Beach . They also hope to redesign Mant's Landing .
Other business not anticipated by the chair :
Jim O' Leary voiced his opinion regarding the change in plans that our committee reviewed
for the COA 's new parking lot . " The approved site plan was to increase handicap parking to
four or five spaces adjacent to the building without the need to cress traffic .
Implemented were two handicap spaces in the main parking lot with the need to cross
departing traffic " . Claire will connect with Bob Miller , Brewster Fire Station Building
Committee Chairperson , to find out when the plans were changed .
Mary Haynes will be joining us as a ACAC member .
Next meeting - January 19 , 2018 at 2pm at the Brewster Police Facility . We will not be
meeting in December .
