AUTHORIZING EXCEL ENvIRONMENTAL RESOURCES, INC.
TO APPLY FOR GRANT FUNDING
WHEREAS, the State of New Jersey Department of Environmental Protection through
the Hazardous Discharge Site Remediation Fund, has grant funds available to
mlUlicipalities for the purpose of funding preliminmy assessments, site investigations
and/or remedial investigations to determine the existence or extent of hazardous
substance discharge conditions on properties; and
WHEREAS, the Borough of Carteret wishes to conduct a preliminary assessment, site
investigation, andlor remedial investigations with respect to the property, commonly
known as Block 49.2, Lot 2, commonly known as 50 Bryla Street; and
\VHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit said
application for such funding.
WHEREAS, the Borough of Carteret intends to acquire the properties through voluntary
conveyance or other r;neans provided by law;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex and State of New Jersey as follows:
1. Excel Environmental Resources, Inc. is hereby authorized and directed to
apply for grant funding in order to conduct preliminary assessments, site
investigation, and/or remedial investigations for the above.described parcel.
2. The Mayor and other appropriate Borough Officials are authorized to
execute any and all documents necessary in order to apply for the aforesaid
grant.
3. In the event that funding is approved pursuant to a grant issued in favor of
the Borough of Carteret, Excel Environmental Resources, Inc. is hereby
authorized and directed to implement preliminary assessments, site
investigation, andlor remedial investigations for the above described parcel,
with payment for the aforesaid services to be made to Excel Environmental
Resources, Inc. from the aforesaid grant funds in accordance with the
contract to be approved by the Mayor and Council of the Borough of
Carteret and the New Jersey Department of Environmental Protection.
4. The above property is part of a comprehensive redevelopment plan which
provides a realistic opportunity for the redevelopment of the same witWn
three years following completion of the remediation.
