RESOLUTION GRANTING PRELIMINARY
APPROVAL OF A SUBDIVISION
FOR HAROLD LAURENT
WHEREAS, Harold Laurent (Applicant) has requested approval of a plat to
subdivide a parcel of 40+ acres into seven lots; and
WHEREAS, the planning commission and city council have reviewed the
preliminary plat submitted by the Applicant.
NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of
Medina, Minnesota that preliminary approval is granted to the Applicant for his
subdivision, subject to the following conditions:
1. Applicant shall demonstrate to the satisfaction of city staff that the
septic system and drainfield on lot 4 are in working order;
2. The animal struacure on lot 4 conforms to city requirements and it is
acknowledged that lots 3 and 5 have sufficient areas to support an animal
structure. Lot 1 may support an animal structure if there is sufficient
property for set -backs and soils. Animal structures cannot be constructed
on lots 2,6 or 7;
3. It is acknowledged that all lots meet the soils requirements of the
city's ordinances;
4. The Applicant sahll pay a park dedication fee in an amount to be determined
by city staff for lots 2,5,6 and 7;
5. The road easement on Hamel Road at lot 1 shall be enlarged to include the
R. Goelz driveway;
6. Any water well on the property which is not in use shall be abandoned
according to state regulations;
7. Lots 4 and 5 must share a driveway to Hamel Road. A road easement
measuring 60'x60' should be dedicated on these lots and on any other
lots which share a driveway;
8. The Applicant shall dedicate a right-of-way 30 feet in width along the
eastern portion of the property to the satisfaction of the city engineer;
9. The Applicant shall dedicate a right-of-way along Hamel Road, utility
and drainage easements along Hamel Road and all property lines and a drainage
easement in the southeast portion of the property, all to the satisfaction of
the city engineer;
10. The Applicant shall submit a current abstract of title or registered property
abstract covering all land within the subdivision for review by the city
attorney;
11. The Applicant shall pay to the city for administrative expenses the amount
determined by the city staff to represent the actual cost to the city of
reviewing the subdivision; and
12. The Applicant shall submit the final plat to the city for approval within 180
days of the date of the adoption of this resolution, which final plat shall in
all material respects conform to the preliminary plat, except that it shall
incorporate all changes and modifications required by this resolution.
