AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A CHANGE ORDER WITH DONOHUE AND
ASSOCIATES TO DESIGN A REPLACEMENT FORCEMAIN FOR THE COLE JUNCTION
PUMP STATION.
WHERAS, Donohue and Associates, a professional engineering company located in
Chesterfield, Missouri, is the most qualified firm to complete the engineering
work needed to facilitate this project.
NOW, THERFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI AS FOLLOWS:
Section 1. The Mayor is hereby authorized to execute a change order with Donohue
and Associates for the forcemain replacement improvements for the Cole Junction Pump
Station.
Section 2. The change order shall be substantially the same in form and content
as the change order attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

SCOPE AND FEE
COLE JUNCTION PUMP STATION AND FORCE MAIN
The following is our understanding of the project as defined in the Technical Memo issued on October 15,
2010.
The project includes the replacement of the Cole.function Pump Station to pump a firm capacity of
14,000 gpm or provide a new Pump Station and storage system to pump directly to the wastewater
treatment plant. The project also includes the design of a single or dual force main system conveying the
Pumped wastewater north under the Missouri River and east to the treatment plant, a piping system of
approximately 23,000 linear feet. 'file estimate for the project is $4,800,000 for the pump station and/or a
new pump station and storage system. The estimate for the force main is $9,000,000 for a single system
or$10,000,000 for a dual force main system.
Fees are based on the$4,800,000 for a pump station system regardless if just a pump station or a smaller
pump station with storage. The fees for the force main will be based on $9,000,000 regardless if a single
or dual force main is designed.
Pre-Design Report and Analysis
Although a general route has been selected a more defined route needs to be analyzed to determine
physical obstacles as well as wetlands, property easements, street and highway crossings and
Utility/railroad easements. The route will also be analyzed for constructability to insure the lowest
possible construction cost.
An analysis will be performed on the pump station system to determine what is more cost-effective, a
pump station to pump all flow or a pump station with storage. The selection of this system will determine
the size of the force main.
A transient analysis of the proposed pump station and force main will be performed to define any
restrictions on piping material, location of pressure relief/vacuum relief,appurtenances to prevent
hydraulic surge at either the pump station or in the force main.
A more detailed capital and O&M cost will be performed.
Donohue along with Central Missouri Professional Services, Inc. (CMPS)will perform the study, with
CMPS assisting in the route selection. The estimated engineering cost for this analysis is shown on the
attached spreadsheet as I A for Donohue and I B for CMPS,and includes costs already incurred.
Topographic Survey
Surveying at the pump station site and force main route will be performed by CMPS. The fee for
surveying is shown in item 2 on the attached spreadsheet. Survey also includes a river crossing survey
performed by a sub-consultant for CMPS.
Geological Survey
Borings will be performed by Engineering Surveys and Services(ESS). The fee for the borings at the
pump station site and along the force main route is shown in item 3 of the attached spreadsheet.
Permitting
Permitting will be needed from the COE, MDOT,and Union Pacific. This task will be performed by
Donohue and CMPS. The fee for Donohue and CMPS are shown in 4A and 4B respectively.
Easements
An estimate of 15 parcels will need easements. This task will be performed by CMPS and is included in
item 5.
Design
Donohue will perform the design of the pump station system and force main system. Design includes
review and quality control of sub-consultants work and coordination with either respective design team.
Also included are meeting with the City Staff to discuss the design at a kick-off meeting and the 30%and
90% design completion levels to discuss the project details and provide an updated cost opinion.
Fee includes particular emphasis on erosion control design.
Design also includes a QA/QC of the entire project.
Bid documents will be prepared either as one package or separate pump station and fare main
documents.
The proposed fee for design is shown in item G.
Expenses
Expenses include reproduction costs for documents and mileage from St. Louis to Jefferson City and are
shown in Item 7.
Special Investigations
During the course of the design and/or right-of-way acquisition phase, certain unforseen investigations
may be required. Examples may include geotechnical investigations, geotechnical/hydrological
investigations for contaminated soil and/or environmental testing, historical investigations, various record
searches, grave sites and/or other investigation or analysis work. The work shall be initiated only with the
approval of the City and shall be billed to the City at an Hourly Cost.

Bidding and Construction Related Services: Incorporation of easement information, and Livingston Ave
(as designed by the City and sealed by the City; added as an alternate or addendum) onto the drawings.
Plans and specifications to final "Bid Ready" completion for sending to City.
SCOPE OF WORK:
The services shall include the following:
-One set of Pre -final plans and specifications for City to review prior to bid.
-Prepare opinion of cost for bid purposes.
-Prepare agenda and attend Pre-bid meeting.
-Respond to technical questions from bidders.
-Assist City with issuing Technical Addenda.
-Attend pre -construction meeting.
- Respond to contractor's technical questions.
- Issue Responses to requests for information.
-Review shop drawings.
- Attend a maximum of two (2) construction progress meetings.
- Perform final inspection.
-Prepare As-builts from Contractors and City's project representative mark-up's.
MEASUREMENT, PAYMENT, AND TIME: Payment will be made as a time and material not -to -exceed
Eleven Thousand Seven Hundred Dollars and Zero Cents ($11,700.00).
