A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY
MANAGER TO ADVERTISE AND ISSUE A REQUEST FOR
QUALIFICATIONS(RFQ)OF CONTRACTORS TO CREATE A
PRE QUALIFIED VENDOR POOL FOR THE UPGRADE AND
REHABILITATION OF ALL REMAINING SANITARY SEWER
PUMP STATIONS PER THE CAPITAL IMPROVEMENT PLAN
IN ORDER TO MEET THE REQUIREMENTS OF THE
CONSENT AGREEMENT WITH DERM; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS,in accordance with the Capital Improvement Plan the City of Opa-locka plans
to complete the rehabilitation of all remaining Sanitary Sewer Pump Stations per requirements of
the consent agreement with DERM; and
WHEREAS,the City Commission of the City of Opa-locka desires to create a pre qualified
vendor pool which will allow faster engagement of contractors for the rehabilitation of the
remaining pump stations; and
WHEREAS,the timeline for completing the remaining Sewer Pump Stations will be within
Fiscal Year 2011 through Fiscal Year 2013, as set forth in of the Capital Improvement Plan.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, authorizes and directs the
City Manager to advertise and issue a Request For Qualifications(RFQ)for contractors to create a
pre qualified vendor pool for the upgrade and rehabilitation of all remaining Sanitary Sewer Pump
Stations per the Capital Improvement Plan, in order to meet the requirements of the consent
agreement with DERM.

Section 3. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO
ADVERTISE AND ISSUE A REQUEST FOR QUALIFICATION OF
CONTRACTORS TO CREATE A VENDOR POOL FOR THE UPGRADE
AND REHABILITATION OF ALL REMAINING SANITARY SEWER PUMP
STATIONS PER THE CAPITAL IMPROVEMENT PLAN IN ORDER TO
MEET THE REQUIREMENTS OF THE CONSENT AGREEMENT WITH
DERM.
Description: The City of Opa-locka will issue a Request for Qualifications of contractors for the
rehabilitation of all remaining Sanitary Sewer Pump Stations in accordance with the Capital Improvement
Plan. The City entered into a Consent Agreement with DERM on October 7, 2009 to correct deficiencies
in the operations of the Sanitary Sewer System. Part of the agreement addresses rehabilitation of the
stations under moratorium to comply with DERM requirements.
Financial Impact: The stations will be rehabilitated using funds in accordance with the approved Capital
Improvement Plan.
Implementation Timeline: The pump stations will be rehabilitated within FY2011 to FY2013 as part of
the Capital Improvement Plan.
Legislative History: None.
Recommendation(s): Staff recommends approval.
Analysis: The pump stations are aged and have been assigned varying stages or moratorium status by
DERM. This has imposed a building moratorium in the service areas of these stations. As a result growth
and development have been hampered causing a loss of revenue for the City. The rehabilitation of the
stations is vital to the City's continued development. Creating this vendor pool will allow faster
engagement of contractors in order to meet DERM required total rehabilitation of all pump stations by
December 31, 2013.
