HomeMy Public PortalAbout20101228 - Board of Assessors - Meeting MinutesTown of Hopkinton Board of Assessors Minutes of Meeting of December 28, 2010 A special meeting of the Board of Assessors was held on December 28, 2010 in the first floor conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:20 p.m. In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the members of the Board. Also in attendance was Robert Bushway, Principal Assessor. The minutes of the meeting of December 21, 2010 were approved. The Board reviewed, approved, and signed a Bills Payable Warrant in the amount of $45.04. The Board reviewed, approved, and signed Actual Warrants and Commitments for Fiscal Year 2011. A copy of the consolidated ”Notice of Actual Commitment Fiscal Year 2011” document is attached to these minutes. The Board reviewed, approved, and signed three sewer betterment abatements for NSTAR in the amounts of $272.02, 503.25, and $261.73. NSTAR had paid the total betterment amounts after an apportionment had been applied, but before the deadline for full payment. The Board reviewed and discussed the FY2012 Assessors operating budget prepared by Mr. Bushway. The Board voted unanimously to submit a budget as follows: Salaries $163,141, Appraisal Services $3500, Expenses $7450. Total budget is $174,091. The Board reviewed the Annual Town Report submission including minor changes suggested at a prior meeting. The Board confirmed the prior approval of the Report. The Board voted unanimously to submit a Special Article for the May, 2011 Annual Town Meeting, requesting funds to support the FY2013 revaluation program. The Board also voted unanimously that the sum to be requested under this article will be $25,000. The Board discussed tax relief possibilities authorized by recent legislation. The Board decided not to pursue these initiatives at this time, pending clarifying information to be researched by Mr. Bushway. The Board reviewed, approved, and signed one Clause 41C – Elderly – real estate tax exemption. The next meeting was scheduled for January 18, 2011 at 5:15 p.m. The meeting adjourned at 6:55 p.m. Respectfully submitted, John H. Duffy, Clerk
