This federal funding will enable the Corps to complete construction of this project, but a local match is required to be contributed by the District. The Federal Water Resources Development Act of 1992 authorized the Corps of Engineers to design and/or construct combined sewer overflow control or reduction projects in the City of St. Louis. The original Act authorized $15,000,000 in federal spending. Subsequent amendments to the act have increased that authorization to $70,000,000, and have broadened the scope of the project to include all the combined sewer area in St. Louis City and County. 13 Last Revised: 8/4/22 Since inception, approximately $35,000,000 in federal funding has been allocated to improving the combined sewer system, with the Corps bidding, awarding, and managing various construction contracts. The Corps advises that additional federal funding for the next phase of this project is pending. The Act requires that the District as local sponsor provide a 25% local match for all federal funding. For FY2023, the USGS will continue the operation and maintenance of the existing network of 40 stream gauging stations in 25 watersheds within the District’s area. Stream stage (water surface) and rainfall amounts will be collected with stream discharges (flow rates) determined for each gauging station. Stream stage will be measured and recorded at 5-minute intervals and transmitted via satellite to the USGS and automatically downloaded into a database. Stage and discharge values will be displayed in a real-time fashion on the USGS public web page. In addition, data reports or evaluations are provided by the USGS as an extension of staff, as requested for use by the District. The data will be used to provide reliable flood peak and stage estimates for use in hydrologic and hydraulic models or calculations at project locations within a drainage basin. The data and calculation methods are typically used for projects utilizing stream gauging information and stream discharge estimates such as: Water quality data evaluation and modeling, post construction monitoring program for CSO LTCP Consent Decree compliance, Phase II Stormwater program, streambank stabilization; CSO LTCP evaluations and planning; stream geomorphic assessments and stability; flood proofing and buyout evaluations; review and validation of private development projects (subdivisions, culvert, and bridge replacements); floodplain study evaluations; flooding complaint evaluations; Operations support; legal lawsuit defense and support; and Stormwater and Watershed Facilities planning. During periods of flooding or for flood planning, the tool can be used to identify potential flooding at District facilities from the Meramec River. The total cost for the Stream Flow Program is $582,850 with the District contributing $504,750 and the USGS contributing $78,100 in matching services for this program. Additional funds for stream flow gauging are identified in future CIRPs. PREVIOUS BOARD ACTION RELATED TO THIS ACTION: 09/10/15 – Ord.
