Resolution No. 11-8221
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, TO CREATE A CHARTER
REVISION ADVISORY COMMITTEE TO PROPOSE A NEW,
MODERN, UPDATED CHARTER FOR THE CITY OF OPA-
LOCKA TO REPLACE THE EXISTING CHARTER IN ITS
ENTIRETY; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-locka desires to replace the
existing Opa-locka Charter in its entirety with a new, modern, updated Charter; and
WHEREAS,a new Charter will be designed to better meet the needs of the citizens
of Opa-locka and to save money by eliminating unnecessary expense; and
WHEREAS,a Charter Revision Committee is hereby created,which will consist of
four(4) residents of the City of Opa-locka, along with an attorney, a business person, and a
former elected official of the City of Opa-locka, who do not need to be current residents of
the City of Opa-locka; and
WHEREAS,members of the Charter Revision Advisory Committee shall be chosen
by the City Commission by majority vote; and
WHEREAS, the committee is to recommend to the City Commission a proposed
draft of a new Charter for the City of Opa-locka to replace the old Charter in its entirety;
and
WHEREAS,upon receipt of the proposed draft of the new Charter from the Charter
Revision Advisory Committee, the City Commission will make any changes it deems
advisable,and submit the document in its final form for presentation to the voters of the City

in a referendum, whereby the voters will be asked if they wish to replace the Old Charter
with the New Charter.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby creates a Charter
Revision Advisory Committee,composed of four(4)residents of the City,along with an attorney,a
business person, and a former elected official of the City of Opa-locka, who do not need to be
residents of the City, to be selected by majority vote of the City Commission, to propose a new,
modern,updated Charter for the City of Opa-locka,to replace the existing City of Opa-locka Charter
in its entirety.
Section 3. Upon receipt of the proposed draft of the New Charter from the Charter
Revision Advisory Committee,the City Commission will make any changes it deems advisable,and
submit the document in its final form for presentation to the voters of the City in a referendum,
whereby the voters will be asked if they wish to replace the Old Charter with the New Charter.
Section 4. This resolution shall take effect immediately upon adoption.
