April 24, 2014 '14 Tur? to In 4a Am Minutes Chair Jim Hungerford called the meeting of the Orleans Renewable Energy Committee to order at 5:07 in.the Skaket Meeting Room at the Orleans Town Hall. Present: Paul Cass,Victor Noerdlinger,Jim Hungerford Liaison Representatives: Jon Fuller,Paul Rooker Absent: Chris Galazzi,David Abel There was continuing discussion about who will be taking over the financing and installation of"some" of the CVEC Phase Two projects. The Orleans Capped Landfill is one of these projects. We are expecting a schedule update from CVEC shortly. Ron Collins is researching the amount of electrical energy used during 2013 by all of the Orleans various accounts. The amount was underl.6 mWb.A more exact figure will be conveyed to Liz Argo, who will update the"off taker"proposal being offered to Orleans. `J The chair suggested that OREC postpone discussions about the I&M Project, since we don't have approval from DEP or any other agency to install 375 MW of Solar PV on the 1.62 acres of land surrounding the plant. Paul Cass called Brian Dudley of the DEP to get an answer to our questions about Zone I issues. Brian has directed us to Rick Rondeau of the Lakeville office of the DEP. Stay tuned on this issue for an update once we reach the correct DEP people. The chair handed out copies of the CVEC presentation,that was made to the BOS on 3/19/14. Lots of discussion about the"off taker proposal"followed. David Abel did a bit of research and came up with some questions which have been sent to CVEC. It appears that CVEC subcontracts the management and negotiations with a subcontractor who then contacts the "production pool"of host towns. Why cant Orleans do the same thing and not go thru CVEC ? This could increase the financial benefit for Orleans on the project...........TBD ? Does Orleans have the interest along with the technical and financial resources to pursue this project without CVEC's help? Jim has contacted CVEC and was told that CVEC has completed their negotiations with the "host towns"and has them under contract to broker their excess Net Metering Credits to "off taker towns". Not all Items listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law. (p):Materials distributed with meeting pacKet. (m):Materials distributed at meeting. Orleans Town Mgmt and the BOS are reviewing the new CVEC offer. This will require placing an article in the town warrant for the Special To Am Meeting, to be held on 5/12/14. Jim Hungerford or a member of the BOS will present the article. Paul Cass has investigated the additional showings of the"Switch film"at the COA and on the Lower Cape TV station. We would need to pay a reduced fee ($40) to Arcos Films,the originator of the film;if we want show it on TV. Showing it at the COA would not involve a fee.
