The Brewster Police Department’s role in the Community has expanded over the years. While continuing
to focus on our Mission Statement: {"The mission of the Brewster Police Department is to prevent
crime, preserve order and to protect the rights, lives and property of all people. We will work in
partnership with our community to identify and effectively respond to the diverse, ever-changing social
and neighborhood problems and needs. We will do this with emphasis on integrity, fairness and
professionalism."}, we stress the “ever-changing social problems” in this expansion.
Mental Illness, addiction problems, and homelessness have all affected policing in every community.
Usually these issues overlap, as one often leads to another and we are not immune to these issues here
in Brewster. The opiate addiction crisis has not subsided. Last year we had six overdoses with 2 of them
resulting in fatalities. This year to date we have had twelve overdoses with 2 of them resulting in
fatalities. On the mental health front, we are now better tracking these calls to see what kind of trends
develop. With an emphasis on training and collaboration, these calls take longer to clear and require
more follow-up. These efforts of collaboration vary from other Town Departments to other entities. At
one time it may have been common practice to use force when we now know that patience and de-
escalation techniques are safer for all when dealing with people with mental health issues.
The random acts of violence that have happened in our country have reminded us to be more vigilant in
visiting our schools and other public buildings. In these visits we examine the environment, looking to
prevent crime. We interact with students and teachers, staff and visitors and talk with them about
safety. We educate and inform, using the DHS video or “Run, Hide, Fight”. There are calls from victims or
scams or harassment by way of electronic devices, far more than we would get ten years ago. We saw a
need to become active on social media and now use it to keep the public informed of everything from
scams to road closures to missing persons. We put more information on our website than ever before.
We update our activity logs and arrest logs.
We have expanded our efforts in regard to traffic issues by collecting speed data from many of our
public roads. This information is used in traffic enforcement assignments and also available for the
future design of roads. In a typical year our officers stop 1500-2000 vehicles for a variety of traffic
offenses. Each encounter is different, but there is always an eye towards education and prevention of
future violations. We have seen an increase in pedestrian and bicycle activity. We have worked to
inform the public about the rules of the roads, stressing the need to share the road.
We are training patrol officers by rotating assignments in the Detective’s office. This training puts a
strain on the Detective Sergeant but gives us a stronger patrol force. We remain committed to our
regional police partners and participate with the Cape Cod Drug Task Force. 2017 saw Brewster playing a
prominent role in one of the largest investigations into heroin trafficking on Cape Cod in recent history.
Our officers respond to over three thousand calls for service every year, and when they are not busy
responding to those calls, their time is filled with things like school walkthroughs, traffic enforcement,
directed patrol, and business checks. All of this is done with an eye toward keeping the character of
Brewster intact for years to come.
