City, and Clayton, Missouri to serve the needs of residents of the area, and authorizing staff to proceed with

Stormwater Fund #5120 to the 2022B Senior Revenue Bond Principal and Interest Fund #2839,
Stormwater Regulatory Fund #5110, Watkins Creek OMCI Fund #5587 and the Wellston OMCI Fund
#5589 to allow for the proper classification of expenses in the District’s year-end financial statements.

Exercise option year two (2) of the contract previously authorized by Ordinance No. 15490 adopted
September 10, 2020, authorized the Executive Director and Secretary-Treasurer on behalf of the Board
of Trustees of The Metropolitan St. Louis Sewer District to enter into a contract with Gusdorf Law Firm
LLC, for collection litigation services on behalf of the District.
45 Adoption of Resolution No. 3781 – Heimos 2022
Exercise option year two (2) of the contract previously authorized by Ordinance No. 15491 adopted
September 10, 2020, authorized the Executive Director and Secretary-Treasurer on behalf of the Board
of Trustees of The Metropolitan St. Louis Sewer District to enter into a contract with John G. Heimos, PC
Law Firm, for collection litigation services on behalf of the District.
46 Adoption of Resolution No. 3782 – Kramer Frank 2022
Exercise option year two (2) of the contract previously authorized by Ordinance No. 15492 adopted
September 10, 2020, authorized the Executive Director and Secretary-Treasurer on behalf of the Board
of Trustees of The Metropolitan St. Louis Sewer District to enter into a contract with Kramer & Frank, PC,
for collection litigation services on behalf of the District.

Metropolitan St. Louis Sewer District to enter into a contract with Milliman, Inc. (Milliman), whereby
Milliman will provide actuarial services for the District's Pension Plan, Defined Contribution Plan, Deferred
Compensation Plan, accrued sick leave program, vacation accrual, GASB 67 and GASB 68 Pension
Accounting Reporting, GASB 75 OPEB Reporting and consultant services.

The Missouri Botanical Garden has received a Nonpoint Source Implementation Grant from the Missouri Department of
Natural Resources under Section 319 of the Clean Water Act. The Botanical Garden will partner with MSD, under Contract #11006, and Deer Creek watershed municipalities to continue a homeowner cost-share program to install plant-based green
infrastructure management practices. This agreement provides reimbursement of up to $100,000 to the Missouri Botanical Garden for costs related to the construction of green infrastructure. In Phase V of the program, Section 319 funds provided

Lemay WWTF Repairs and Improvements (2023) (Grit Tanks and Secondary Clarifier Duct Bank) (13153) is a lump sum cost project for the design and preparation of construction documents to construct the repair or the removal and replacement of various aging infrastructure components at the Lemay WWTF. The purpose of this project is to renew the existing grit removal system by replacing the grit collector mechanisms in Tanks 1-4, including center piers, gear drives, raker arms, half-span beam bridges, influent isolation gates, deflector gates, and effluent weirs to extend the useful life of the grit tanks. This project will also include replacement of the buried electrical duct banks serving
the secondary clarifiers, existing power and control conductors, junction boxes, and cabinets. This project will also repair aging concrete infrastructure primarily on tunnel interiors where there is concrete damage due to leakage, seepage, and stress cracking. The construction cost estimate for this project is $9,000,000. After this amendment, the total design appropriation will be $1,310,000. Construction is anticipated to begin in FY2023. The purpose of this contract is to provide District staff with detailed information regarding Stormwater systems by performing services such as project inspection reconnaissance, field investigations of storm system and structures, inspection
prioritization, field verification, map updates, asset ownership, work order management, and post inspection review. These services will form the basis for District led preventive maintenance and rehabilitation activities. These investigations also provide assistance for the Operations Department with their sewer cleaning and manhole inspection activities. In addition to the field inspections, CCTV review and system mapping updates are also provided. After this amendment, the total contract
appropriation will be $1,600,000,000. This will be the first renewal of the original contract. This contract is renewable for one additional year based on performance.

The work done under the emergency Contract #22188 consists of excavating an approximately 35-foot deep pit over the 66-inch brick downstream sewer to the east of Manhole Structure 17E3-432C (MH structure). The purpose of this project is to
repair the undermining of Blair Avenue caused by the failure of the MH structure. The pit will be used to clean the sewer and insert liner plates through the downstream section of the sewer to the MH structure. Once the liner is inserted through the
MH structure, concrete will be poured into the structure to encase the liner and fill the voids around the MH structure. Because of the depth, the unstable soil conditions and the partially collapsed lower brick structure, entry into the MH structure is unsafe
to attempt any type of internal repair. Excavating at the MH structure is also impeded by two 36-inch water lines and other utilities in the area. District staff declared this project an emergency on June 8, 2022. The contractor, Unnerstall Contracting
Co., LLC, has been selected per MSD Emergency Declaration Policy. The repair with this supplemental appropriation is expected to be completed before July 2023.
FUNDING/COST SUMMARY: Budgeted: N/A Budget Year: N/A Amount: N/A Fund Name: #4122 – Emergency Fund Additional Comments: This supplemental appropriation is necessary to repair collapsing sewers. The inlet and outlet 66-inch brick sewers to Manhole Structure 17E3-432C (MH structure) are beginning to collapse. A failure of either sewer could cause back-ups to a large portion of North City, a street collapse, and possible damage to two 36-inch water mains. This appropriation provides for the bypassing and abandonment of the MH structure and the collapsing 66-inch sewers. The work
to be done under this appropriation will consist of: 1) the excavation of an 18-foot diameter shaft 36 feet deep; 2) the tunneling of two liner plate shafts to connect the 18-foot diameter shaft to the existing upstream and downstream sewers connected to the MH structure; 3) installation of bulkheads to isolate the liner plate shafts from the old brick sewer; 4) installation of 48-inch manhole with cone and manhole cover in the 18-foot diameter shaft to connect to the two new liner plate shafts; 5) back fill and restoration of the 18-foot diameter shaft; 6) four new inlets will be installed and connected to the new 48-inch manhole; and 5) an existing lateral will be connected to the downstream liner plate shaft.
