CALL TO ORDER: Mayor Atkins called the adjourned meeting of the City Council to order at 7:32 p.m. on Tuesday, June 24, 1980, in the North Meeting Room of the City -Hall. 2. ROLL CALL: Present: Councilmen - Dennis, Gillanders, Merritt, Tyrell, Atkins Absent: Councilmen -None Also Present: City Manager Koski, Planning Director Dragicevich 3. STUDY SESSION: PROPOSED AMENDMENT TO TEMPLE CITY ZONING CODE SECTIONS 9371.1A AND B - RELATING TO NON- RETAIL USES IN C -1 ZONE 1 Councilman Merritt stated he felt more clarification of the proposal must be given the business community to reduce confusion. Councilman Tyrell questioned the purpose and function of the C -1 zoning. Planning Director Dragicevich gave a brief summary of the purpose and function of C -1 zoning, explaining the main purpose is to attract pedestrian oriented business. Marianne Milch, Chamber of Commerce, spoke to the issue stating she felt the previous letters of the Chamber were indicative of their concerns. Mary Lou Swain, 9549 Las Tunas Drive, reviewed the need for C -1 type zoning for the Community Business District, and agreed generally with the Planning Commission recommendations, however was not in total agreement with deletion of all those businesses listed. Clyde Sutton, American Legion, requested clarification as to legal non - conforming use and protection of their rights. Staff explained legal non - conforming use to him, and representatives of the American Legion stated their concerns were satisfied. Council reviewed the categories recommended by the Planning Com- mission for deletion from the C -1 zone and there was general consensus that certain non - retail uses, such as barbers and beauti- cians, insurance agents and /or brokers, investment securities and stock brokerage firms, sign show cards and posters, and trading stamp redemption centers would best be deleted from the present C -1 zone permitted uses. 4. CALIFORNIA CONTRACT CITIES FIRE INSURANCE 1 City Council reviewed the proposal from Contract Cities Association regarding contracting with a consultant to undertake a feasibility study for a municipal fire insurance program to provide general fire insurance coverage for private property within the contract cities. City Council would be interested in participating in such a study subject to the City's pro rata share of the consultant's fee being reasonable, and subject to final approval when it has been determined how many cities will be participating. REVISION OF HOUSING ELEMENT OF THE GENERAL PLAN City Council reviewed the Housing Element of the General Plan, made certain changes and continued the matter to the public hearing to be held July 1, 1980. 6. ADJOURNMENT: On motion by Councilman Tyrell, seconded by Councilman Merritt, the meeting adjourned at 9:42 p.m. MAYOR ATTEST: Chief Deputy City Clerk 1 1
