October 28, 1980
The Council of Bal Harbour Village met Tuesday, October
28, 1980 at 9:30 A.M. in the Village Hall.
Present: Miss Gray and Messrs. Beatty, Krez, Printup 8 Taplin
Also present were Fred Maley, Village Manager; Mary Wetterer,
Village Clerk; and Alan Gold, Village Attorney.
On motion of Mr. Beatty, seconded by Miss Gray and voted
the minutes of September 30, 1980 and Public Hearings of September
30th and October 7, 1980 were approved as submitted.
The Village Clerk and Village Manager read Ordinance No. 223
in full. On motion of Mr. Taplin, seconded by Miss Gray and
voted ordinance No. 223 revising the Bat Harbour Village Em-
ployees Pension Trust was passed on first reading.
Mr. Maley and Mr. Rizzo of Kruse, O'Connor and Ling dis-
cussed the alternate savings plan for key employees. It was
the council's request that Mr. Rizzo outline alternative plans
covering voluntary or involuntary retirement, approximate cost to
village and benefits to employees.
Mr.Maley reported that he had two bids for the additional
fire hydrants for fire flow in the amounts of $45,759 and $47,250,
which are good until end of November. He said our engineers
are reviewing the bids so they can be submitted at the November
meeting.
Mr. Mike Brennan of the Resort Tax Advisory Committee in-
troduced Mr. John Monahan who is being considered to work with
the Department of Tourism to bring foreign visitors and corpo-
rate meetings to Bal Harbour. Mr. Monahan outlined some of his
work with various markets. It was moved by Mr. Taplin, seconded
by Mr. Beatty and voted that Mr. Monahan be retained on a one
year contract.
Mr. Maley presented applications from AAA Auto Leasing,
Inc. d/b/a White Cab for 15 taxi permits and Hurricane Taxi, Inc.
d/b/a Morse Taxi for 31 permits. It was moved by Mr. Krez,
seconded by Mr. Taplin and voted that the permits be issued
after all taxi cabs are inspected and approved.
The Village Clerk read a letter from Mayor Neu of North
Miami asking the Village to participate in North Miami's Winter -
national festival. The council decided not to participate.
On motion of Mr. Taplin, seconded by Miss Gray and voted
the Sheraton Hotel was granted use of the garage space for con-
vention purposed through June 12, 1981.
Mr. Taplin said that sighseeing helicopters were still
creating a noise nuisance over the weekends. It was suggested
that he report the helicopters' colors to Mr. Maley so the
firms could be advised.
On motion of Mr. Beatty, seconded by Mr. Taplin and
voted the meeting was adjourned at 1]:25 A. M.
