HomeMy Public PortalAbout81-114 (08-19-81)\~ RESOLUTIO~J Pd0 81-114 A~RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLUTION 81-49, THE EMPLOYEE CLASSIFICATION AND POSITION PLAN, TO INCLUDE AQUATICS DIRECTOR, ASSISTANT TO THE CITY MANAGER AND ACCOUNTING TECHNICIAN AND TO DELETE DIRECTOR OF GENERAL SERVICES ~ WHEREAS, Resolution No 81-49, the City of Lynwood Employee Classification and Position Plan, was adopted on April 7, 1981, and WHEREAS, T"he City, Council of tine City of Lynwood approved the classified position of Aquatics Director and the civil service exempt positions of Assistant to the City Manager and Accounting Technician and the elimination of the Director of General Services positio~~ in the FY 81-82 Budget, and WHEREAS, The Employee Classification and Position Plan should contain accurate descriptions for all City positions, and WHEREAS, The City Council has studied the attached position descriptions and approved same NOW, THEREFORE, the City Council of the City of Lynwood HEREBY RESOLVES that SECTION _1 The Employee Classification and Position Plan Resolution 81-49, is amended by adding the attached Aquatics Director descrip_ tion to the classified section and the attached Assistant to the City Mana~~er and Accounting Technician descriptions to the civil service exempt section SECTION 2 The Employee Classification and Position Plan, Resolution 81-49, is amended by deleting the description for Director of General Services from the civil service exempt section APPROVED AND ADOPTED this 19th day of AUGUST 1981 ~~~ JOH D BYORK, Mayor Ci of Lynwood ATTEST • / JIM WEAVER, Ac~tjin/g City Clerk City of Lynwood APP ED T RM ~~ DAVE MC ,., EN, City Attorney APPROVED TO CONTENT JIM WEAVER, City Manager AQUATICS DIRECTOR 204 TYPE OF WORK PERFORMED Direct all activities at the municipal swimming pool TYPICAL DUTIES PERFORMED (These examples do not list all the duties which may be assigned ) - - -- _ _.__,__ _ __ Supervises all recreation activities at the municipal swimming pool, supervises life guards and other personnel, maintains discipline and enforcement of rules and regulations Prepare work schedules Checks all areas and systems for proper maintenance, checks for security of premises, supervises the maintenance of time sheets Maintains control of fiscal procedures and public admission. revenues Make employee performance evaluations Develops and conducts in-service trainin ro rams g P~ g Insures that filtration system is operating properly and that water is clean, maintains water temperature, replenishes boiler water chemical treatment, conducts chlorine and pH tests of pool water and maintains proper levels by adding chemicals _ _ _ as requi re_d. _ _ _ _ Checks and. maintains heating system in building Keeps records of supplies including first aid, chemical and office materials, receives bids for needed supplies, makes out requisitions and submits to the Director for approval, contact vendors to make purchases Answer inquiries and gives information to the public, organizes and promotes a year-round program, coordinate use of natatorium by local school physical education classes, teams, the public and activities such as the physically handicapped Writes reports, news articles, and submits to supervisor, maintains records and answers correspondence Submits natatorium annual budget request and justification to the Director .Interviews & tests persons for hourly employment Recommends prospective hourly employees to Recreation and Parks Director Performs a variety of .duties in other .recreation programs when the natatorium is .. closed, and/or as needed, including special-events, community sports programs, monitoring federal and state grant programs,. capital improvement projects and related areas Performs related work as assigned . \~ AQUATIC DIRECTOR (Cont'd) ~IINI?~fUM QUALIFICATIONS RE UIRED Knowledge of life saving and swi~ning principles and practices Knowledge_of_first aid principles and practices Ability to maintain and work with a variety of equipments and chemicals used in pool activities such as boilers, chlorination and filtration systems Knowledge of the rules and regulations of the department Ability to supervise the work of others Ability to plan and coordinate a variety of aquatics activities ability to establish and maintain effective working relationships with others Ability to teach swimming and life saving methods Ability to maintain records and prepare reports State of California Drivers License INDICATORS OF PREPARATION FOR WORK _ Three years of experience in swimming pool operations,. including two years of supervisory experience and sufficient training and experience to have completed senior life saving course and a first aid course and to have received a senior life saving certificate and a water safety instructor certificate, or any combination of training and experience which may provide the required knowledges, abilities and skills ASSIST.~~IT TO THE CITY MANAGER TYPE OF WORK PERFORMED Analyzes functions of City Departments and coordinates the activities of budget, investment and treasury 'ielated duties, legislative analysis, and special studies and programs as assigned by the City Manager TYPICAL DUTIES PERFORMED Coordinates the preparation of tl`~e City's and Redevelopment Agency's Annual Operating Budget, prepares City revenue estimates, checks City Departments' revenue and expendi- ture estimates, participates in budget meetings with all departrnents, compiles proposed and adopted budgets for publication. Monitors the City's cash flow position and advises the City Manager and Council as necessary, invests City funds to insure the maxi.~num possible return, schedules warrant payments to vendors, reconciles petty cash accounts Reviews Federal and State legislation for possible impact on City programs, prepares analyses of legislation for City Council review, including recommendations for com- munication of the City's position to appropriate legislators, prepares letters and telegrams to legislators and committees concerning legislation affecting City programs Conducts studies, surveys and collects information on operational and administra- tive problems, analyzes findings and reports on practical solutions and improved methods a~d_procedures, performs special studies and duties assigned by the City Manager - _ _ Serves as a special staff assistant in making assigned investigations, prepares reports and recommendations pertaining thereto, may pro~,ride information for, and/or participate in, t_he employee negotiation process as assigned Prepares manuals and other formal statements of improved procedures, methods, and sys- tems of operations, assists with the installation of improved procedures, inzthods, and systems Confers with persons requesting service or making complaints on matters of general importance to the City in person or by telephone, disposes of or refers cases handled in accordance with established policies and regulations Answers correspondence of moderate difficulty relating to over-a11 operations Prepares informational material for monthly, special, and annual reports, follows up on assignments to determine progress and date of completion of projects Performs related work as assigned MINIMIT~t QUALIFICATIONS REQUIRED - _ _ _ _ _-_ ~ _ _ ___ _ Knowledge of general principles and practices in public sector financing, budgeting, and legislative analysis Knowledge of municipal functions and problems ASSISTANT TO THE CITY NfANAGER (Cont'd) Knowledge of principles and practices in Public Administration Ability and skill to conduct research and analyses Ability to communicate effectively both verbally and in writing Ability to establish and maintain effective working relationships with others INDICATORS OF PREP.~RATION FOR WORK Three years of experience in a public agency performing similar duties Bachelor's or ~Saster's degree from an accredited college in Public Administration or a closely related field, or any combination of training and e.~perience which may provide the required l~owledges, abilities and skills SPECIAL REQUIREMENT Valid State of California drivers license .__ TYPE OF :dORK PERFORMED ACCOUNTING TECHViICIAN Maintains financial records under the direct supervision of the Accounting Supervisor TYPIC~,L DUTIES PERFORMED (These examples do not list all the duties which may be Y assigned, any one position may not include all the duties listed) Prepares a complex bi-weekly payroll, files related reports with Insurance Companies, PERS, Credit Union and local depositories Operates data processing equipment in posting to general and subsidiary ledgers and in the issuance of payroll and other warrants Processes and accounts for expenditures, con*_racts, purchases, budget data and vendor warrants Calculates and bills recreation rentals, damage, ambulance and other accounts received and forwards delinquents to collection agency Prepares all types of financial reports, including County, State and Federal agencies, compiles and updates files on all grants and maintains at current status Audits and posts to general ledger and budget accounts all cash receipts including taxes, licenses, subventions, permits, rents and other revenues Reconciles all City b`anic accounts monthly and reports statement of condition of funds Performs related work as assigned MII~IIMUM QUALIFICATIONS REQUIRED Knowledge and ability to perform public sector accounting Knowledge of data processing equipment and procedures and skill in their use Ability to prepare routine reports and communicate accounting data to other departments Ability and skill to maintain moderately complex financial records at a current status Knowledge and ability to prepare a complex payroll and interpret State, Federal and local I~ayroll regulations Ski11 in operating accounting and office machines 1iTDI.CATORS OF PREPARATION FOR WORK Three years o-f training"in_general accountinj iiicludih~ courses in fund, auditing and cost accounting, or three years of e:~perience in general accounting, preferably in the public sector, or any combination of training and experience which may provide the required knowledges, abilities and skills Prior experience in jrants accounting highly desirable \ II STATE OF CALIFORPIIA ) ss.
