HomeMy Public PortalAbout81-123 (09-01-81)yt RESOLUTION NO. 81-123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE EMPLOYEE CLASSIFICATION AND POSITION PLAN AND THE SALARY RESOLUTION TO INCLUDE THREE REHABILITATION POSITION DESCRIP- TIONS AND SALARY RANGES ~ h. WHEREAS, the City Council of the City"of Lynwood has adopted Resolution No. 81-49, the Employee Classification and Position, Plan; and WHEREAS, the City Council of Lynwood has adopted Resolution No. 81-86, the .Salary Resolution, and amended same by substituting a revised salary schedule by Resolution No. 81-116; and WHEREAS, the: City Council has studied the auditor's and City Attorney's recommendation that work in the rehabilita- tion program should be performed by City employees rather than consultants; and WHEREAS., there are budgeted CDBG funds to support the four positions in the rehabilitation program; and _. ____ WHEREAS, the City Council has studied the_ attached Position~descrptions and~.salary_~schedule revisions and approved same; NOW, THEREFORE, the City Council of Lynwood HEREBY RESOLVES THAT:. SECTION 1. The Employee Classification and Position Plan, Resolution No. 81-49, is amended to add the attached descriptions for Rehabilitation Coordinator, Specialist and Clerk to the civil seryice exempt section. SECTION 2. The .salary schedule adopted by Resolution No. 81-116 .and thereby incorporated in the Salary Resolution No. 81-86 is amended to: a) Add the title of :Rehabilitation Specialist at the SEG range on the general civil service exempt portion. b) Add the title of Rehabilitation Clerk as OEG on the general civil: service exempt, with the following salary-steps. R1 Prepares work specifications and bid documents, oversees the bid process, and performs inspections for the City's Housing, Multi-family and Commercial rehabilitation programs. TYPICAL DUTIES PERFORMED (These examples do not list all the. duties which may be assigned; any one position may not include all duties listed) Evaluates client requests for property improvement; inspects property and advises clients of possible solutions; prepares des_ign/construction, drawings, cost projections and specifications; confers with property owners on the drawings, cost and possible alternatives. Prepares bid documents; advises clients on proper bid conducting methods; oversees the bid process; evaluates bids; verifies contractors' qualifications; negotiates bid changes.. Performs and records on site inspections to insure contract compliance and adherence to building codes; writes correction notices; negotiates and arbitrates disputes and change orders; authorizes payment after verifying that all requirements are met. Prepares reports, correspondence and makes presentations as necessary. MINIMUM QUALIFICATIONS REQUIRED .Knowledge of federal regulations governing the Community Development Block Grant program highly desirable, but not required. Knowledge of architecture, construction methods and costs, all uniform codes, planning and zoning principles and real estate practices. __. _ ___ Ski 1.1 and ability to translate visual and verbal objections to drawings and written specifications. Skill and ability to evaluate written.speci,fications for conformance with objectives. Skill and ability in construction project planning, cost estimation and program identification and resolution.. INDICATORS OF PREPARATION FOR WORK Graduation from a college or university with a Bachelor's degree in Architecture or a related field and two years professional experience in development, architecture, construction and/or rehabilitation; or any combination or training and experience which nay provide the required knowledges, abilities and skills. Gathers application information; checks applications for completeness; evaluates the clients' eligibility for available programs. Reviews contracts and loan documents with program participants prior to signatures. Picks up checks from banking institutions; serves as program liaison with banks. Types letters, forms, reports, articles and other material for copy or rough draft; composes and types routine correspondence for signature by supervisor. Knowledge of federally funded rehabilitation programs. Knowledge of business English and spelling. Ability to understand and explain federal and local regulations for rehabilitation programs. Ability to maintain clerical records and prepare routine reports. Ability to perform clerical functions independently and to make minor decisions in accordance with established regulations, procedures or policy. Ability to follow written and oral instructions. ability to organize information and material. Skill in typing at a minimum rate of speed of 35 words per minute. Oversees,, and assists in, the preparation ~f design/construction drawings, work spec ificatinns, cost projections and bid documents. Checks contractors' bids for clarity, competitiveness and completeness; negotiates changes and/or addendums; verifies contractors' qualifications; prepares construction and loan documents and ensures their execution. Authorizes construction; controls the release of payments; negotiates and arbitrates disputes and change orders. Assists and advises clients at all phases of the rehabilitation process. Prepares reports, and correspondence; gives oral presentations as necessary and/or assigned. Assigns and supervises the work of rehabilitation staff. Performs related work as assigned.
