The rain event caused the existing sewer to back up from the Diversion Structure, through the discharge piping, into the Effluent Vault and discharged into the Shafts. The work includes pumping out the flood water, cleaning and disinfecting the dry well shafts removal and replacement of two flood-damaged elevator cars, the removal and repairs of 14 electric valve actuators and removal and replacement of 70 stairwell light fixtures. This supplemental appropriation of $2,200,000 will bring the total appropriation for this project to $32,800,000 and fully fund the construction for this project. This project is expected to be funded by a low interest loan from the State if Missouri, under the State Revolving Loan Fund (SRF). This project is also being funded by a WIFIA loan from the EPA. The easements and temporary construction easements are needed to construct this project, which consists of the construction of approximately 3,600 lineal feet of 12-inch to 108-inch diameter combined sewers and 900 feet of pipe in tunnel. This construction is the fourth phase of a multi-phase improvement program. The purpose of this project is to alleviate street flooding and reduce building backups due to overcharged combined sewers. Previously an Ordinance for condemnation was adopted on these two parcels. During easement negotiations, it became apparent that a temporary access road across one of the parcels was needed and modification was required on the other. This access road is necessary to keep access to an adjacent commercial business during construction. Currently, the District has been unable to negotiate a settlement with the owners.
