AN ORDINANCE, making an appropriation of Four Million Dollars
($4,000,000.00) from the Improvement Fund to be used for wastewater treatment plant
construction in Lemay WWTF Repairs and Improvements (2023) (Grit Tanks and Secondary
Clarifier Duct Bank) (13153) in Unincorporated St. Louis County, Missouri; and authorizing the
Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District
to enter into Contract No. 22192 with Goodwin Brothers Construction Co. for wastewater
treatment plant construction.
WHEREAS, the bid for said wastewater treatment plant construction is Eight
Million Eight Hundred Twenty Thousand Dollars ($8,820,000.00) and the allowance for
construction change orders and other project expenses is Four Hundred Eighty Thousand Dollars
($480,000.00);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2024
(FY24) for a total appropriation amount of Nine Million Three Hundred Thousand Dollars
($9,300,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Four Million Dollars ($4,000,000.00) is hereby
appropriated from the Improvement Fund for wastewater treatment plant construction in Lemay
WWTF Repairs and Improvements (2023) (Grit Tanks and Secondary Clarifier Duct Bank)
(13153) in Unincorporated St. Louis County, Missouri; said contract being comprised of such
terms and conditions as have been approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22192
with Goodwin Brothers Construction Co. as the lowest responsible bidder for wastewater treatment
plant construction in Lemay WWTF Repairs and Improvements (2023) (Grit Tanks and Secondary
Clarifier Duct Bank (13153) in Unincorporated St. Louis, County, Missouri pursuant to bids
received on the 12th day of August 2022.
