HomeMy Public PortalAboutRC Meeting Minutes 10282022 MSD RATE COMMISSION Pre-Proceeding Meeting October 28, 2022 The MSD Rate Commission met at District Headquarters on Friday, October 28, 2022 at approximately 1:30 p.m. All Commissioners were present in person or virtually with the exception of Mickey Croyle, Jack Stein, and Paul Ziegler. MSD Executive Director Brian Hoelscher thanked the Commissioners for serving, introduced the MSD staff, and provided an overview of the wastewater and stormwater rate proposals that they would be considering. Brian also discussed MSD COVID protocols. In addition, Brian informed the Commissioners that as customary, MSD staff would provide support to them until they select their own consultants. Marion Gee, MSD Director of Finance, gave a presentation (see Attachment A) in which he covered the history of MSD, provided charter requirements specific to the Rate Commission’s duties and responsibilities, shared a brief timeline of the expected Rate Commission proceedings, and discussed the current and proposed stormwater and wastewater funding proposals. Marion also reviewed the Information Packet provided to the Commission Members (see Attachment B). After Marion’s presentation, an introduction of Rate Commission Members and MSD Staff was conducted. MSD Secretary-Treasurer Tim Snoke then administered the Oath of Office to the Commissioners. The next item on the agenda was a review of the Rate Commission committees by Marion Gee and the acceptance of volunteers for each committee by Len Toenjes (see Attachment C). The last item on the agenda was the setting of future meetings. Len Toenjes requested that Mr. Gee poll the Commissioners for potential meeting dates/times on January 13th and during the week of January 16th. Mr. Gee indicated that he would send out a Doddle poll and follow up with the Commissioners once responses were received. In addition, Mr. Gee indicated that he would also poll the Technical Committee so that they could review RFP responses due to be received on November 14th for Rate Commission legal and rate consulting services. The meeting adjourned at approximately 3:00 p.m.
