MEETING MINUTES of December 13 , 2017
Present : Paul Ruchinskas, Peter Johnson, Elizabeth Taylor, Diane Pansire, Faythe Ellis, Roland
Bassett, Barbara Burgo , and William Klein.
Also Present : Jill Scalise, Brewster Housing Coordinator
The Chair called the meeting to order at 4 : 46 pm
Recording or Taping Notification : "As required by the Open Meeting Lmv we are informing you that the Town
will be videotaping and/or audio taping thispublic meeting. In addition, if anyone else intends to either video or audio
tape this meeting they are required to inform the chair. " We request that all cellphones be tanned off or to vibrate.
1 . Discussion of Town Meeting CPC warrant articles' outcomes .
Chair Paul Ruchinskas reviewed the outcomes of the Town Meeting CPC warrant articles . At the
Town Meeting, Meeting House Road project and the budget transfers were all approved . The
Paines Creek article was pulled due to the results of the public meeting held prior to the town
meeting . The Paines Creek article will be brought back this spring when more information is
available . A legal opinion was obtained about the use of CPC funds in purchasing the Paines
Creek property and it has been determined that is an eligible use of the CPA funds . It is hoped
to bring a new application for Paines Creek to the CPC as soon as possible for consideration in
the spring .
2 . Treasurer' s report .
Elizabeth Taylor reviewed the Treasurer' s report dated November 30, 2017 and a copy was
distributed at the meeting . The $ 118, 000 HECH funds and unused Recreation funds were
returned to the appropriate funds . When available the anticipated revenues will be added to
these totals . The state match will be approximately $ 184, 000 .
3 . Discussion about use of administrative and professional services funds in the FY 19 budget .
A legal opinion was obtained about the CPA funding of the Historic Survey Form B' s and it was
determined that these requests should be funded out of the CPC' s administrative and operating
expenses . Currently, up to five percent of funds may be used to fund administrative purposes
and funding the full five percent should be considered for approval at town meeting . The five
percent is taken on the revenues expected from the local taxes and state match .

4 . Discussion and possible votes on the completeness of the 5 applications received by the
application deadline and on securing legal opinions on those applications' CPA eligibility .
The five applications received to date were reviewed . The Chair is aware of several more
projects that will be coming in to the CPC requesting to be funded . The applications received by
the December 1, 2017 deadline will be voted on first and others received will be voted on as
funds are available . The applications were reviewed to make sure they were complete . Since
some members have not had an opportunity to review all of the applications, they will be voted
on at the next meeting .
There was a request for the Recreation Department application pictures to be copied in color
and resubmitted . It was requested that as the Committee Members review the applications,
and that if they find anything missing that they so notify the Chair so he can follow up . It was
felt that a legal opinion on each project should be obtained to assure proper spending of CPA
funds .
Motion made by Peter Johnson to obtain a legal opinion for all projects to be funded with CPA
funds . Roland Bassett seconded .

5 . Discussion and vote on $ 3 , 500 open space professional services request for grant compliance
services for the Meetinghouse Road acquisition .
Elizabeth Taylor reviewed the Professional Services request dated December 8, 2017 to pay
Mark Robinson , Director of the Compact, to provide grant compliance services in order to
receive Land Grant reimbursement towards the purchase of the Meetinghouse Road property .
The Town has received a package of documents from the Division of Conservation Services . The
Town cannot close before these documents are executed by both the Town and State .
Motion made by Roland Bassett to approve up to $3, 500 to come from the Open Space
Professional Services Account for the Meetinghouse Road acquisition . Peter Johnson
seconded .

6 . Discussion and vote on members for the CPC' s community housing committee .
Diane Pansire, Faythe Ellis, Barbara Burgo and Paul Ruchinskas have all volunteered to be on the
CPC' s Housing Subcommittee . Ralph Marotti from the Brewster Housing Partnership will be
asked also to be on this committee .
Motion made by Roland Bassett to appoint to the Diane Pansire, Faythe Ellis, Barbara Burgo,
Paul Ruchinskas, and Ralph Marotti to the Housing Subcommittee . William Klein seconded .

7 . Presentation on municipal housing trusts by Jill Scalise, Housing Coordinator.
Brewster Housing Coordinator Jill Scalise made a presentation on municipal affordable housing
trusts . Information was previously distributed to the Committee . The Town would determine
how the municipal housing trust would be set up, but the first step is for the town is to accept
the state statute to create an affordable municipal housing trust at the Spring Town Meeting .
Bylaws would need to be developed and the funding would be decided at the Fall Town

Meeting . The CPC can decide how much control they want to have over these CPA funds .
Resources are place in the Trust and the Trustees distributed the funds when needed . The Trust
will still need to follow CPA guidelines for CPA funds . The Trust would apply for the CPA funds
and the CPC would need to vote to approve the application . There was discussion on how this
may work and how it may be set up . Potential problems were also explored . Every town is
different and Brewster would need to decide how to set the Trust up and how many revenue
streams they would have in addition to the CPA funds .
8 . Report on discussion with statewide CPA Coalition on possible regional meetings about Cape
CPC changes after FY 20200
Chair Paul Ruchinskas reviewed the recent discussions at the statewide CPA Coalition of the
potential position of the town after FY 2020 . Some of the options for the Town of Brewster
were reviewed and it is unknown at this time if the town will make any changes . It has been
suggested and it is hoped that the CPA Coalition will hold a regional meeting about Cape CPA
changes after FY 2020 .
9 . Vote to approve minutes of November 8, 2017 public hearing and meeting .
Motion made by Roland Bassett to approve the meeting November 8, 2017 as amended .

10 . Items that the chair could not reasonably anticipate .
There were no other items discussed .
11 . Next meeting : Wednesday, January 10, 2018 @ 4 :45 p . m . at Town Hall .
