CALL TO ORDER: 1 1 CITY OF TEMPLE CITY CITY COUNCIL MINUTES JULY 15, 1980 Mayor Atkins called the regular meeting of the City Council to order at 7:33 p,m, on Tuesday, July 15, 1980, in the Council Chamber of the City Hall, 2. There was no invocation given, 3. The Pledge of Allegiance to the Flag was led by Mayor Atkins. 4. ROLL CALL: Present: Councilmen - Dennis, Gillanders, Merritt, Tyrell, Atkins Absent: Councilmen -None Also Present: City Manager Koski, City Attorney Martin, Director of Parks and Recreation Kobett, Julie Estrada, Temple City Times, 5, CONSENT CALENDAR: Councilman Merritt moved to approve Items. A through H as recommended, seconded by Councilman Gillanders and carried: A. APPROVAL OF MINUTES - Regular Meeting of July 1, 1980. Approved as written, B, RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of July 2, 1980 (1) "ALL RED" CLEARANCE INTERVAL - ADDITIONAL TRAFFIC SIGNALS Approved installation of circuitry to provide "all red" clearance timing at six intersections as set forth in staff memo dated July 7, 1980 and on file in the City Clerk's office. (2) SPEED LIMIT SIGNS - RESIDENTIAL ALLEY Approved 15 mph speed limit signs posted on the first alley west of El Monte Avenue at the north line of Olive Street and at the south line of Daines Drive, C. ACCEPTANCE OF WORK - STREET RESURFACING, BROADWAY BETWEEN TEMPLE CITY BOULEVARD AND BALDWIN AVENUE Accepted the work performed in accordance with specifications for . the project; authorized payment in the amount of $34,268.40 to Sully Miller; authorized filing of Notice of Completion; and release of 10% retention in the amount of $3,807.60 at the end of the 35 -day lien period, D. CHAMBER OF COMMERCE: PROPOSED PROMOTION CALENDAR Approved the events listed in the calendar, to include sign placards and /or street banner for the appropriate event. E, REGISTRAR- RECORDER REQUEST TO USE CITY HALL AS CHECK -IN CENTER GENERAL ELECTION, NOVEMBER 4, 1980 Approved use of the City Hall as check -in center for the November 4 General Election, Council Minutes, July 15, 1980 - Page 2 F. AUTHORIZATION TO SOLICIT BIDS: RESURFACING THREE TENNIS COURTS AT LIVE OAK PARK Authorized staff to solicit bids for the improvement of the three tennis courts at Live Oak Park, G. RESOLUTION NO. 80 -1917: EMPLOYMENT OF PERSONNEL Adopted Resolution No, 80 -1917 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. H. RESOLUTION NO, 80 -1918: WARRANTS AND DEMANDS Adopted Resolution No. 80 -1918 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $74,889.57, DEMAND NOS. 511 THRU 567. UNFINISHED BUSINESS: None, NEW BUSINESS: None. 6. COMMUNICATIONS: There were no communications, 7. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward, RECESS TO CRA: City Council recessed at 7:35 p.m, to meet as the Community Redevelopment Agency, all members being present; approved the minutes of the regular meeting held July 1, 1980 and approved request from Builder's Emporium to conduct a parking lot sale July 2 through July 22. The minutes are set forth in full in the records of the Agency, RECONVENE AS CITY COUNCIL: 8. ACTION ON REQUEST BY CRA: There was no action to be taken. 9. MATTERS FROM CITY OFFICIALS: A, Request to Attend ICMA Annual Conference - Kiamesha Lake, N.Y. September 28 - October 2, 1980 Approved City Manager's attendance at subject conference and authorized necessary expenses on motion by Councilman Tyrell, seconded by Councilman Merritt and carried. B, Acceptance of Sanitary Sewers - Tract No. 35397, 5607 Welland Councilman Dennis moved to approve the work completed as required by the Sanitary Sewer Agreement and accept for public use; to release the Sanitary Sewer Agreement and Faithful Performance Bond, seconded by Councilman Gillanders and carried. C. Fireworks Stands 1980 - Refunds Councilman Dennis moved to authorize refunds to organizations on clean -up deposit as set forth in staff memo dated July 15, 1980, seconded by Councilman Gillanders and carried.
