HomeMy Public PortalAboutPC Resolution 2018-05-01 Reccomending Approval of the Preliminary Plat and Final Plan for Elk Creek Condos at Grand Park FRASER PLANNING COMMISSION RESOLUTION NO. 2018-05-01 A RESOLUTION RECOMMENDING APPROVAL OF THE PRELIMINARY PLAT AND FINAL PLAN FOR ELK CREEK CONDOS AT GRAND PARK. At a regular meeting of the Fraser Planning Commission held on May 23, 2018, Grand Park Development LLC., requested a recommendation of approval for a Preliminary Plat and Final Plan for Elk Creek Condominiums at Grand Park; and WHEREAS, Grand Park Development LLC., is the current owner of the property; and WHEREAS, the applicant is requesting preliminary plat and final plan approval which would create 7 condominium buildings with 12 units in each building for a total of 84 units on 9.2 acres. NOW THEREFORE BE IT RESOLVED that the Fraser Planning Commission has voted to recommend approval of the Preliminary Plat and Final Plan for Elk Creek Condominiums at Grand Park with the following conditions: 1. The title of the project should be the same of the plat and plan. Revise accordingly. 2. The proposed condo project includes parcels previously subdivided on the Elk Creek Filing 1 plat. Specifically, the median area of Elk Ranch Road was identified as Tract G on the Filing 1 plat and is shown as Tract A on the new Final Plan. Tract J shown on the Filing 1 plat is not shown on the new Final Plan but would be part of Lot 3. The Final Plan recorded with Filing 1 showed this as a site for a detention pond. Please address. 3. Note 11-13 on the Final Plan should be deleted. This is not a development permit. The condominium final plat is what allows development to proceed. 4. There could be an overlap with the area included in the "North Retail" development permit application. Please address. 5. It has been called to our attention that the draft preliminary plat and Final Plan do not appropriately reflect an existing 35-foot access and utility easement to the Sumrall property. That easement is referred to in the Title Insurance Commitment under Exception #15, with reference to the instrument recorded at Reception # 94007475. All subdivision plats must include the location, dimensions and recording information for existing easements. Please revise the plat and final plan accordingly to incorporate the existing access and utility easement. 6. The site plan chart on the Final Plan sheet 3 of 8 parking calculations appears to meet Town Code. Label/number garage and parking spaces to ensure required parking is indicated on site plan. 7. CDOT is requiring a traffic study. See email correspondence from Dan Roussin, CDOT Permit Unit Manager for Traffic and Safety. 8. Section 17-5-40 lists additional Preliminary Plat requirements for condominiums, townhomes and apartments. Revise plat notes 10-12 accordingly. 9. Address Mountain Parks Electric comments in email from Jean Johnston dated May 21, 2018. 10. Address all engineering comments from Tim Gagnon in the Bowman Consulting Memo dated May 4, 2018. 11.
