WHEREAS, at said election the citizens of Lynwood
expressed their overwhelming approval of the allocation to
local governments.of two cents of-the sales and use tax rate
by adopt-ing said proposition by a margin of 83% to 17%;
WHEREAS, this City Council has been advised that
voters in other communities throughout California have ap-
