RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T&M ASSOCIATES-
LOUIS STREET BASKETBALL AND TENNIS COURT
IMPROVEMENTS SURVEY, ENGINEERING AND
CONSTRUCTION ADMINISTRATION SERVICES
'VHEREAS, the Borough of Carteret is in need of survey, engineering and construction
administration services in regard to the Louis Street Basketball and Tennis Court
Improvements Project; and
'VHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the
requisite skill and expertise for said services; and
'VHEREAS, T&M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $48,350.00; and
'VHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T&M Associates for survey, engineering and
administration services in regard to the Louis Street Basketball and Tennis
Court Improvements Project at a total cost not to exceed $48,350.00 at the
rate set forth in T&M's existing contract with the Borough is hereby
approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award ofa professional services contract
pursuant to NJ.S.A. 40A:II-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
4. That a copy of this resolution be forwarded to the Borough's Purchasing
Department and T &M Associates.

Dear Mayor Reiman:
We are pleased to submit this scope of services and fee estimate for field survey, engineering and
construction administration and inspection services for the Louis Street basketball and tennis court
improvements. This project includes professional services related to the project as described in the following
Scope of Services.
Scope of Services
We understand that the Borough desires to repair, mill, resurface, line and color coat the foul' tennis and three
basketball courts located along Louis Street in Carteret Park. In addition to these improvements, the chain
link fence surrounding the tennis and basketball courts will be replaced, the concrete block wall along the
Louis Street side of the tennis courts will be replaced with a modular block wall, and the curb and sidewalk
adjacent to the courts along Louis Street from Barlik Street to Jersey Street will be replaced.
In addition, we understand that the Borough would like T &M Associates to develop a mini park master plan
for the court sport area to determine the feasibility of constructing an additional COUlt for handball or another
half basketball COUlt.
We have prepared a preliminary construction cost estimate based on the above scope of work for budgeting
purposes. It is estimated that the construction cost would be approximately $400,000.
It is understood the Borough has budgeted approximately $350,000 for construction and soft costs for the
project. Therefore, in order to meet the Borough budget, we suggest the project be setup to separate out the
new court construction and retaining wall, sidewalk, and curb replacement along Louis Street and bid these
items as Add Alternate Bids to provide maximum flexibility for the project.
In order to achieve the Borough's objectives, we propose the following scope of services.
A. Field Survey and Base Mapping
We will obtain topographic survey at the tennis and basketball courts by conventional "on the ground"
methods. The survey will be based on assumed coordinates and elevations and will include locations of
physical features between the Louis Street gutter line adjacent to the courts on the nOlth side of the project

area, to fifty (50) feet beyond the fence line along the east, west and south sides of the project area including
the triangular area located between the basketball courts and the softball field.
Visible utilities wiII be located and utility pole numbers recorded. Invert, grate and rim elevations for stOlID
water and sanitary stmctures wiII be obtained.
A base map wiII be prepared at a scale of 1" = 20'. Copies of the base maps wiII be fonvarded to each utility
company so they can verifY the location and sizes of their facilities.
B. Concept Design Phase
Once the field survey has been completed and the base map prepared at a scale of 1" = 20', a mini park
master plan (of the court area) wiII be prepared consisting of a concept plan of the proposed improvements
and a conceptual construction cost estimate.
Once the mini master plan is approved, a preliminary design plan wiII be developed along with a preliminary
construction cost estimate.
The preliminary plans wiII be reviewed and approved by appropriate Borough officials prior to proceeding
with final design.
C Design Phase
Upon approval of the preliminary plans, final construction plans will be prepared in AutoCAD and consist of
the following:
I. Title Sheet with key map;
2. Standard Legend and Typical Section Sheet;
3. Existing Conditions Plan Sheet;
4. Construction and Layout Plan Sheet (1" = 20');
5. Grading and Drainage Plan Sheet;
6. Soil Erosion and Sediment Control Plans;
7. Construction Details Sheets.
Quantities wiII be estimated by item and a final construction cost estimate will be provided.
Specifications will be prepared in book form, in T&M Associates' format, based on the 2001 New Jersey
Department of Transportation Standard Specifications for Road and Bridge Construction.
An application for Soil Erosion and Sediment Control Certification will be prepared and submitted by T &M
Associates to the Freehold Soil Conselvation District on behalf of the Borough, if necessary. The application
fee is not included as part of this estimate and will be the responsibility of the Borough. T &M will inform
the Borough of the required fee approximately two weeks prior to the anticipated application filing date.
We will submit final plans and specifications to the Borough for final review prior to public bidding.

6. Receive draft punchlist fi'om inspector and administer the monitoring of punchlist completion.
7. Prepare and/or administer final closeout documents, including Final Payment Certificate and Change
Order and other closeout documents.
The following tasks will be accomplished by our inspector during the constmction phase:
1. Provide pali-time construction inspection services for the duration of the construction contract to
detennine general confonnance to the contract plans and specifications. We anticipate construction to begin
in the late spring 2009 and continuously progress for four (4) to six (6) weeks to substantial completion. In
addition, we anticipate a part-time two to four week effort after substantial completion at which time closeout
punchlist work, final vouchers, final change order, and closeout will be accomplished.
2. Prepare job reports indicating weather, equipment, personnel, work accomplished on the project, and other
relevant matters such as issues discussed and direction given. Reports will be fumished to the Borough upon
request.
3. Respond to Contract Document interpretation requests and other requests for infOlmation ITom the
Contractor and assist in resolution of questions and/or disputes.
4. Review Contractor's monthly estimates of work perfOlmed and invoices submitted for payment. Measure
and verity pay items of work for the Contractor's monthly estimates. Provide payment input to the PM.
5. SUppOli PM with review and input following receipt of a written claim or dispute from Contractor.
6. Perform preliminary punchlist walk through and participate in final inspection. Prepare and monitor
corrective action lists and provide input to the PM as he prepares final closeout documents, including Final
Payment Certificate and Change Order.
Schedule and Fee
Assuming suitable weather for field services, survey and engineering design will be completed in
approximately sixty five (60) days of receipt of notice to proceed from the Borough. All
