Ladies and Gentlemen:
The undersigned, an authorized officer of the Village of Key Biscayne, Florida ("Lessee"),
hereby authorizes City National Bank of Florida ("Lessor") to pay the proceeds of the financial
accommodations provided to Lessee by Lessor evidenced by that certain Master Lease Purchase
Agreement, dated as of March 2, 2017 and the related Lease Schedule No. 1, dated March 2, 2017, and
Lease Schedule No. 2, dated March 2, 2017, each between Lessor and Lessee, to the following account of
