RESOLUTION NO. �% /- 7-4-
Whereas, the Human Services Councils have been funded jointly by
member municipalities and Hennepin County since 1973 to meet human
services planning needs; and
Whereas, the need for planning and coordinating services in suburban
and rural Hennepin County continues to be very important in assuring
that the human service needs of growing suburban populations are met;
and to improving the quality of life in our communities; and
Whereas, these planning and coordination activities help prevent
fragmentation in the service delivery system, create cost-effective
services, and avoid duplication;
Whereas, contracted programs are the backbone of the human services
system for suburban residents;
Whereas, the Human Service Councils have been instrumental in building
an accessible human services system in the suburbs and in bringing our
fair share of tax dollars back into our communities in the form of
services in proportion to the need for those services;
Therefore, Be It Resolved, that the City of Medina strongly supports
the full funding in 1990 of planning and coordination and citizen'
participation programs for West Hennepin Human Services Planning
Board;
Therefore, Be It Further Resolved, that Hennepin County focus its
budget reduction efforts br^Adly rather than on human services
contracted programs.
