BE IT RESOLVED BY THE. CITY COUNCIL OF THE CITY OF LYNWOOD r~S FOLLOWS:
Section 1. That Resolution Vo. 02-43 of the City of Lynwood adopted on
tie 3rd day of Ju1v, 1962, prescribes the time and method of paying salaries and.
*aa7es of sae ofricers and euroloyees of said Ciry, as required by Section 37106 of
the Government Code of the State of California.
Section 2. That the salaries .and wages £or officers and employees for• the
various classifications falling within the .schedules, are attached 'Hereto and made
a Dart hereof.
:~.. Salaries. For those employees under. the basic five-step salary plan,
the beginning salary shall be at Step "A" or the lowest salary shown for the posi-

lion. ~ioweger, where circumstances so warrant; appointment may be made at other
than the first step, or of*_er appointment, an intermediate step may be skipped when
recommended by the City i4anager.
Increases through the remainder of the steps shall be given upon recommendatior
of the Department Head and approval of the City Hanager, until the highest or top
step is reached. Step raises"shall generally be at one-year intevals following
the successful completion of the employee's si_Y-month probation period.
B. .Standby ?ay. Standby pay is determined to be a flat-rate payment for
perfor:aance of all typical services and routine standby functions. r~Zzere standby
man in emergency functions, all personnel including the standby man shall be paid
at straight ti.*~e rate during the period of such wore. Should situations develop
~.~~ ere the standby man is not required to assist in these emergency operations but
continues co perfor:d his normal standby functions, such shall be accomplished under
the basic flac-rate pay program.
~ oubLic :nor'.{s standby shift for-all working days is hereby fixed as a duty
aeriod extending from ~~:00 o.m. to 800 a.m. of the following day. From 300 a.m.
or. Saturdays, Sundays, and holidays to 3:00 a.m. of the following day shall be

X11 employees during the period they are scheduled for such duty shall
perform such sertrices as may be designated by their respective Superintendent,
Supervisor, or the City 1lanager, and shall be available. at all. time during the
duty shifts for emergency work. vo overtime credit shall be accrued to employees

C. Tool ~1lcwance. Garage employees who are required to use personal tools
nor ~~ity business shall receive an annual tool allowance of $99._00
D, `Iiiea~e Reimburse:^.ent. 'with the approval of the Department-dead and,the
City ~Sanager, the City will reimburse full-time.emp~loyees and hourly recreation
personnel required to use .their personal vehicles for the purpose of conducting;. -

E. Un~for-~ and Clothing allowance. The City will furnish annually to all
hourly recreation employees Sao (2) shirts and one (1) windbreaker identifying
t^e^~ as City employees. X11 natatorium personnel shall be provided wi*_h one (1)
«i.*~suit annually to identify them as City employees.

Sect-ion 3. Overtime: The City shall accord overtime benefits~to all
employees ~p.r.ov.ided oy the Fair. Labor Standards Act of 1974.
~lh fire suppression employees will have all overtime limited to 60 hours
annually and shall be reconciliated annually (by December 31).
Section 3. Premium Pav: To encourage employees in undertaking outside
study to the end that they may perform their duties in a gore efficient manner;
a system of premium pay, over and above established pay schedules, is hereby
~~ established.

Upon attainment of 2.5% achievement level, an employee forfeits the $1.00 per
unit accrual to that point. An employee may additionally receive $1.00 .per.
semester unit in addition to the 2.5%, as per current policy, for job-related
courses taken subsequent to achieving the 2.5% level with a maximum of $40 per
month, or until attainment of an Associate in Arts degree in Fire Science from
an accredited institution, at which time such employee shall receive 5% of base
salary, as is present policy. An employee may additionally receive $1.00 per
semester unit for job-related courses taken subsequent to achieving the ~% level
up to a maximum of $40 per month.
Section ~. LonQevit~~ Program: ~ longevity program is.hereby established
for regular fu 11-time City employees except Firefighter through Caatains as
follows: 1% of base salary at the end of seven (7) years of service, an addi-
tiona.l 1% of base salary at the end of twelve (12) years of service; and an
additional 1% of base salary at the end of seventeen (17) years of service.
Fire Suppression. Employees shall receive longevity pay as follows:
After S years of continuous employment (in the sixth year), $250 a year
additional-pay *ai11 be paid.
After LO years of continuous _employment (in.the-eleventh year),-$500 a. -
year additional pay will be paid.
After 15 years of continuous employment (in the si:~teenth year), $750 a
year additional pay wi.11 be paid.
Section 6. :~ctinQ Supervisory Compensation: At such. times as a Kiscel-
Laneous or Fire. Supervisory position becomes vacant for reasons of sick leave,
leave of absence or injury on duty status, for a period exceeding thirty (30)~
days, then the employee replacing said supervisor shall receive compensation at'
a -ate equal to the ":~" step of the rate of the suaervisory position of such step
in that range~nexthigher~than *_hat~rate which the officer is currently receiving.
Such additional compensation would commence on the *_hirty-first day and would con-
time until such time as the supervisor returns to wor?c. T'ne employee performing
those duties as designated.in this Section shall be selected by the Department Head.
Section 7. Employee's insurance Covera,e. The city will contribute the .
emolOyee'S share toward any health insurance, accident insurance, or life insurance
~oLicies which .the city Council agrees to provide. ?f desired the employee may
obtain coverage for members of his rzmily. Such premium shall be borne by the
e^~ployee and payment t.~ill be made by payroll deduction.

Section 8. Fire.Su~oression Wor'.{ Schedule: Firefighters, Engineers and
Captains governed 'oy memorandum.of understanding shall work a fifty-six (56)
hour schedule.
Section 9. ?iolidays:
'•. A11 Lynwood Fire Suppression personnel shall be permitted rive (~)

of se rice and prorated for service'of less than one (L) year *ahich.may be taken
subject to the terms and provisions of. the memorandum of understanding.
aolidays.may be used to extend vacations or may be used to take working
shifts off during the year in increments of one (1) or more twenty-four. (24)
hour shifts as deternined by the Fire Chief with regard to the employee's needs,.
and needs of the City and. fire service, two (2) of which are to be paid the
remainder assigned.
B. The City and Association agree that the following holidays are to be
eliminated: ~~ashington's Birthday, Lincoln's Birthday, Columbus Day; Admission Day,
and veteran's Day. Said holidays are to be replaced with floating holidays.
a) .For individuals employed by the City as of the date of this resolution
~~ effective January 1, 1980, the total number of floating holidays is
five (5) with all floating holidays available at the beginning of-the
calendar year. A11 floating holidays to be taken off are subject to
operational and scheduling factors and must be approved by the employee's
supervisor.
b) For individuals employed by the City subsequent to. the date of this reso-
lution, no floating holidays will be available until the successful com-
pletion of their probationart~ period. At that time such employees Tai11
credited witz a pro rata portion of the aforesaid five floating holidays
based upon the time remaining in the .initial calendar year of employment,
but in no case less than one day.

d) T'c:e availability of five floating holidays on January 1 of each year (in
the case of present employees) and of a pro rata portion thereof upon suc-
cessful completion of the' probationary period (in the case of new employees

C. Employees covered under the resolution shall be allowed the following

Section 10. Retirement Policy: The City of Lyrnaood agrees to amend its
contract •aith.PEBS so that retirement compensation would be computed on the emplo~
yee's highest year's earnings.
Section 11. Sick Leave Policy;, It ia_.proposed that-Resolution No. 69=68'
will be aaended to provide that at the time of resignation or termination (exceot
for cause) after ten years employment with the Ci*_y, the general employees will be
compensated for one-quarter of their unused sick Ieave which has been accrued to the
effective date of resigaation or termination (except for cause). The method of .com-
pensation shall be on a straight time pay basis at the rate of pay in effect at the
tine of accrual.
Effective July ?, 1979, accrual of sick leave shall be limitad to a ma:{imam
c= ninety-six (96) work days for .~hich 50°la compensation shall be received upon
re?~s1ar service .retirement. Sick Leave earned in excess of 96 days prior to July
1, 197'x, shall be retained and frozen effective June.30, 1974, and upon regular
service retirement, ~0% compensation for said frozen sick leave also be received.
25%~ of sick leave earned beyond 96 days or the frozen amount shall be annually
compensated co the emoloyee at the end of each calendar year. The remaining unused
sick leave days shall be accrued for-sick Leave purposes only at the end of each
calendar year. Sic'.< leave accrued beyond the 96-day maximum~or frozen amount after
July 1., 1.974, shall be used by the employee prior to use of sick Leave earned prior
co the date.

Section- 12. Discrimination: It is agreed that neither the-City nor the.
'~s•socz~ation discriminate against-any employee because of race, national origin,
age, sex or association membership or activity.
Section 13. Bulletin Boards: ~ bulletin board will be provided for the
,ecognized employee organizations of Lire suppression af_er review by the C'nief.

eauired to report to work, such employee shall be paid a minimum of two (2)
:Hours at straight time.
.Section 15. Nothing herein contained shall be construed in any way as
e=fecting Personnel Ordinance No. 671 of the City of~Lynwood, or the Rules and
Regulations adopted pursuant thereto.
Section 16. Resolution No.. 77-74.8 is hereby amended.
